07/31/1997 11:32 16125298178 BIKO ASSOCIATES INC PAGE 02 <br /> Biko Memorandum 111 <br /> Associates, <br /> Inc. <br /> DATE: July 28, 1997 <br /> TO: Chuck and Ralph Durand, Five D Ltd. <br /> Jim Erickson, City of Mounds View <br /> FROM: William Smith, AICP <br /> RE: Revised Trip Generation <br /> Proposed PUD at Silver Lake Road/Highway 10 <br /> Background <br /> This memorandum was prepared to report findings from a revised trip generation analysis for <br /> the proposed PUD at the intersection of Silver Lake Road and Highway 10, in the City of <br /> Mounds View, Minnesota. The analysis was conducted to determine any differences that <br /> would occur in trip generation as a result of a change in the proposed land use. <br /> Trip generation for the site initially included the following uses: • <br /> • 8-pump gas station with a car wash and a 3,887 square foot convenience store <br /> • 1,654 square foot fast food with drive through window <br /> • 10,000 square foot sit-down restaurant <br /> • 5,000 square foot general office • <br /> • 83 dwelling units for senior citizens (assisted care and non-assisted care) <br /> Of concern in this memorandum is the impact of changing the 10,000 square foot (SF) sit-down <br /> restaurant to a 25,000 SF office. <br /> Findings <br /> . : 3: A comparison of adjusted trip generation for the 10,000 SF sit-down restaurant and the 25,000 <br /> . , SF office is shown in Table I on the following page. The 10,000 SF sit-down restaurant will <br /> generate more overall trips than will the 25,000 SF office. The overall decreased trip <br /> generation for the 25,000 SF office would be expected to occur over the course of the entire <br /> day and during the AM and PM peak hours. Analysis shows that during the AM peak hour, <br /> however, in-bound trips to the office would be higher than inbound trips to the restaurant, but <br /> _; , only 50 percent higher. <br /> Given results of this analysis, it is safe to assume that a 25,000 SF office use, instead of a <br /> '. 10,000 SF sit-down restaurant use, would not lead to any traffic impacts that have not already <br /> k '" been discussed. In fact. the office use, because it generates fewer overall trips, would result <br />. in less severe traffic impacts than the restaurant use.
