ipMr. Jim Ericson
July 31, 1997
Page 2
6. The following comments are general and apply to all proposed developments:
a. Appropriate erosion control measures should be practiced during the construction period. The
Minnesota Construction Site Erosion and Sediment Control Pli'nning Handbook (Board of
Water & Soil Resources and Association of Metropolitan and Soil and Water Conservation
Districts)guidelines,or their equivalent,should be followed.
b. If construction involves dewatering in excess of 10,000 gallons per day or 1 million gallons per
year,a DNR appropriations permit is needed. For less than 50 million gallons a year, approval
under a general permit will be processed within five days. If the dewatering will exceed 50
million gallons per year, the permit will take at least 60 days to process.
c. If construction activities disturb five acres of land, or more, the contractor must apply for a
stormwater permit from the Minnesota Pollution Control Agency(Scott Thompson @ 612/296-
7203).
d. The comments in this letter address DNR - Division of Waters jurisdictional matters and
concerns. These comments should not be construed as DNR support or lack thereof for a
• particular project
Please contact me at 772-7910 should you have questions.
Sincerely,
(hit
(mss
/Joe Richter
Hydrologist
JR7cds
c: Rice Creek Watershed District,Kate Drewry
U.S.Army Corps of Engineers,Tim Fell
Ramsey Soil and Water Conservation District
DNR Central Waters,Bruce Gerbig
•
