Jim Ericson <br /> October 9, 1997 411 <br /> page two <br /> It is in the city's best interest to approve the plat with the most restrictive access as <br /> possible. Three of the four lots in the preliminary plat have direct access to Silver Lake <br /> Road. The city should act accordingly to limit access to this site to the local roadway <br /> network. Direct property access is most efficiently and safely provided by internal <br /> circulation and streets that provide access to TH 10. <br /> Mn/DOT Metro Division's long range investment plan identifies TH 10 as a preservation <br /> corridor. The plan places the highest priority on the use of resources to preserve the <br /> existing transportation system. Preservation strategies maintain the facility or roadway in <br /> its current condition to serve its current purpose. If future TH 10 improvements are <br /> required because of this development proposal's trunk highway access, the improvements <br /> will be the responsibility of the project proposer, the city or both. <br /> We prefer to work in partnership with landowners and the city to prevent problems before <br /> they occur. Our ability to preserve safe and efficient traffic flow on the highway is <br /> compromised when we lack city and landowner cooperation. It is our desire to work with <br /> you to manage the highway system effectively. <br /> • We will allow the requested accesses. However, we strongly recommend consolidation of <br /> access and local roadway use to best serve the operation of TH 10 and safety of the <br /> proposed project's users. We require access permits for all three accesses to TH 10. We <br /> require construction of a continuous right turn lane on eastbound TH 10 for permit <br /> approval. This development proposal necessitates the continuous right turn lane and is the <br /> responsibility of the project proposer, the city, or both. All accesses that require <br /> installation of culverts must use 6:1 slopes. Placement of culverts must occur beyond the <br /> clear zone. The permit applicant must submit plan and cross-sectional drawings of the <br /> proposed access, showing the required turn lane. Please contact Wayne Lemaniak of our <br /> Traffic Engineering Section at 779 5188 for additional information concerning the <br /> continuous right turn lane and proper lane striping. Additional information and the <br /> appropriate permit forms may be obtained from Bill Warden of our Permits Section at <br /> 582-1443. <br /> • We require a Mn/DOT storm water drainage permit for the proposed development. The <br /> permit application must include hydraulic computations and drainage area maps, showing <br /> existing and proposed conditions and addressing 100-year storms. Existing drainage <br /> patterns and rates of runoff affecting Mn/DOT right of way must be perpetuated. The <br /> site's storm water discharge rate must not increase. Any questions regarding Mn/DOT <br /> drainage concerns may be directed to Gene Bovy of our Water Resources Section at 779- <br /> 5053. <br />
