Planning Commission Report <br /> Silverview Estates PUD Development Review and Preliminary Plat <br /> • <br /> November 19, 1997 <br /> Page 2 <br /> Background: <br /> This submittal involves a site development plan and preliminary plat for the development of a <br /> convenience market/gas station/car wash on the corner of Highway 10 and Silver Lake Road; <br /> 25,000 square feet of office space on the parcel north of the former TJB Homes office building; <br /> 5,000 square feet of office on the parcel south of the former TJB Homes building; and an 82 unit <br /> senior housing building. <br /> Ordinance No. 599 approving the PUD rezoning passed on May 27, 1997, along with Resolution <br /> No. 5127 approving the general concept plan for the PUD. An application for development plan <br /> approval was submitted on July 11, 1997, and the original date for Planning Commission action <br /> was scheduled for August 20. However, in light of the identification of a number of issues that <br /> had to be resolved prior to Commission action, this item was scheduled for discussion only at the <br /> August 20 Commission meeting. Subsequent to that meeting, comments received by the Planning <br /> Commission were considered and incorporated into the current submittals. Additionally, the <br /> development team had been awaiting preliminary approval from Mn/DOT for the proposed curb <br /> cuts along TH 10 as identified on the plat. On October 9, 1997, Mn/DOT granted preliminary <br /> approval for the requested curb cuts, and as a result of that approval the applicant has proceeded • <br /> toward completion of the submittal package for consideration by the Planning Commission at its <br /> meeting of November 19, 1997. <br /> The preliminary plat for Silverview Estates has been reviewed by the City's Planning Staff, and a <br /> memorandum to the applicant was prepared identifying the balance of the outstanding issues. <br /> Subsequently, a meeting was held with the development team on November 13 to discuss the <br /> issues related to the proposed site development plan and preliminary plat. The development team <br /> is requesting that the Planning Commission review the development plan and preliminary plat <br /> applications at the November 19 meeting and formulate recommendations on each item to the <br /> City Council for consideration in December. <br /> Discussion: <br /> The following discussion identifies issues raised by Planning Commission at the August 20 <br /> meeting and by Planning Staff either as a result of the initial submittal in August or as a result of <br /> staff's review of the most recent submittal. City Staff members have met with the applicants, and <br /> the discussion below incorporates the most current responses to the issues raised. Some items <br /> identified below will be resolved either with submissions to City Staff prior to November 19 or <br /> submissions to the Planning Commission on the 19th. It is anticipated, however, that each and <br /> every issue raised here will be addressed in a manner sufficient to allow Commission action on • <br /> November 19th. <br />
