Planning Commission Report <br /> Silverview Estates PUD Development Review and Preliminary Plat <br /> November 19, 1997 <br /> Page 5 <br /> • The recreational vehicle service facility has been relocated to the rear of the Holiday <br /> Station. Detail on how the waste will be contained and/or disposed of was not included in <br /> the submittal package. The applicant will have information for the Commission on the <br /> 19th that indicates disposal of waste via sanitary sewer system. In addition, the PUD will <br /> need to be amended to recognize the establishment of this use on the Holiday site. <br /> • Stormwater ponds have been identified on some of the plan sheets as"NERP" ponds. The <br /> applicant will modify the plans prior to City Council action to reflectthe correct"NURP" <br /> designation. <br /> • Three additional handicap parking stalls are required to be shown on Lot 2 adjacent the <br /> building's main entrance. Additionally, in accordance with ADA requirements, additional <br /> handicap stalls should be shown in the underground parking facility in order to satisfy the <br /> ADA requirements of one handicap space per 25 spaces. The applicant will modify the <br /> site plans to reflect these requirements. <br /> • Parking stalls on Lots 2-4, while consisting of a minimum of 180 square feet, are of a 10' <br /> x 18' configuration instead of the City's standard 9' x 20' configuration. It is staff's <br /> position that the extra width is desirable and that the 2' lost in stall length is not <br /> detrimental to on-site parking or circulation. The PUD agreement will be amended to <br /> reflect this modification. <br /> • The latest submittal includes some conflicts with details of the planting plan. The applicant <br /> will amend the plans so that planting details will appear only on sheet 1 of the Landscape <br /> Plan and on sheet Li for the Holiday Staionstore. <br /> • The Mounds View City Forester has reviewed the landscape plans and planting schedule <br /> and finds them acceptable overall but has made some suggestions that the developers may <br /> want to incorporate prior to City Council action. First, the Niobe Weeping Willow are <br /> high maintenance trees with a short life span. While they are appropriate-trees, they night <br /> crowd out other vegetation and then begin to die off prompting their removal. It was <br /> suggested that more River Birch be planted in their place. Second, the Chuckles shrub <br /> rose--while a nice plant—typically have not performed well in Mounds View soils. Nearly <br /> Wild shrub rose should be planted in their place. Last, the Forester questioned whether or <br /> not the Red Barron crab trees are disease resistant and commented that nurseries often do <br /> not carry this tree. If a substitution becomes necessary, either of the following flowering <br /> crabs would be acceptable: Red Splendor, Snowdrift, Spring snow or Pink Spires. <br /> • The owner of the future Holiday Stationstore has indicated throughout the process that <br /> the car wash facility will minimize the use of water and thereby reduce the amount of <br /> • waste water generated on site by recycling at least 60% of the water used in that facility. <br /> As such, the applicant has agreed that the PUD agreement be amended to include <br /> language to the effect. <br />
