Planning Commission Report <br /> Silverview Estates PUD Development Review and Preliminary Plat <br /> November 19, 1997 • <br /> Page 6 <br /> • The Mounds View Fire Marshal has reviewed the plans and requires that the fire <br /> department connection to the senior housing building and the two-story office building be <br /> accessible year round and at all times. In addition, if the floors of the senior housing <br /> building are on wood trusses, the concealed combustible space will need to be subdivided <br /> or sprinidered, as will the attic. Also, an additional fire hydrant is required on the east side <br /> of Silver Lake Road toward the south end of the senior building. Last, the Hydrant to be <br /> relocated in front of Lot 4 on the Highway 10 shall be kept free and clear of any winter <br /> snow storage. <br /> • At previous Planning Commission meetings on this subject, the extent of development <br /> and impervious surfacing within the 100-foot wetland buffer has been a concern. While <br /> the site plans do not indicate this, the total square footage of land within the buffer equals <br /> 83,234, of which 41 percent (34,054 square feet) is impervious surface. These figures do <br /> not take into account the St. Paul Waterworks right of way of approximately 79,000 <br /> square feet. <br /> Preliminary Plat for Silverview Estates: <br /> • <br /> The Preliminary Plat for Silverview Estates has been reviewed in light of the provisions contained <br /> in Title 1200, Land Subdivisions, of the City of Mounds View Municipal Code. The plat was <br /> provided for the purpose of review and comment to the relevant City departments, and no adverse <br /> comments were forthcoming. The plat was submitted, as well, to the Rice Creek Watershed <br /> District, Ramsey County and Mn/DOT for review and comment. The proposed plat has received <br /> the necessary approvals from the Rice Creek Watershed District, Ramsey County and Mn/DOT. <br /> • The Preliminary Plat identifies the location for the 30' x 30' easement for a future gateway <br /> element but does not indicate the dimensions. The applicant will label the easement <br /> dimensions on the preliminary plat. <br /> • In a memo dated 8/11/97, Ramsey County has required that an additional three feet of <br /> right-of-way for that part of Silver Lake Road adjacent to proposed Lot 4 would be <br /> dedicated and an additional ten feet of right-of-way dedicated adjacent to Lot 1. While <br /> the additional right-of-way would not impact the placement of structures on Lot 1, this <br /> additional right-of-way dedication would reduce the setback for the senior apartment <br /> building and associated parking lot to 27 feet. The applicant has indicated that Ramsey <br /> County would accept the existing 40 feet of right of way along Lot 4 if the additional ten <br /> feet is dedicated along Lot 1, although staff has not yet been able to verify this agreement <br /> with Dan Soler, the Ramsey County trffic Engineer. It is the recommendation of staff <br /> that, without receipt of a letter confirming this agreement, the PUD resolution be modified . <br /> to allow for a reduced setback of 27 feet for the senior housing structure and site. <br />
