Linders Greenhouse Staff Report <br /> Planning Case No. 511-97 <br /> January 7, 1998 <br /> Page 2 / • <br /> Background: <br /> Peter Linder, representing Linder's Greenhouses, has applied for a conditional use permit (CUP) to <br /> allow the operation of an outdoor sales operation at Moundsview Square. Linder's was previously <br /> issued CUPs for the 1995, 1996 and 1997 growing season. No changes are proposed in the <br /> location, layout and operation from previous years. <br /> In his letter of application, Mr. Linder requests that the City consider allowing the operation to <br /> hook up to a fire hydrant on the property in order to get water for the flora. This was done last <br /> year and years past with no associated problems. The charges for permitting such water usage <br /> include a $100 hydrant deposit, a$20 wrench deposit and a $20 adapter valve deposit. These <br /> deposits are refundable. The applicant's request to connect to the fire hydrant has been approved <br /> by the Department of Public works, subject to receiving the appropriate deposits. In addition, the <br /> applicant will be billed $1.40 per day for water service, which should more than exceed the actual <br /> cost of water utilized. <br /> Analysis: <br /> Mr. Linder is expecting to operate the Flower Mart from April 15 to June 30, 1997, but would like <br /> the CUP to be effective from March 15 to July 15, 1996, to accommodate for seasonal fluctuations <br /> and assembly/disassembly. Linder's Flower Mart is a perennial Mounds View business, having <br /> been at the same location for the past five years. Staff is not aware of any problems associated with <br /> this operation. <br /> The flower mart will be located at the edge of the Mounds View Square parking lot, alongside of <br /> Highway 10. The closest residential neighbors at this point are the homes behind the shopping <br /> center and the Wildwood Manor senior apartments across Highway 10 to the south. The <br /> residences, separated from the flower mart by the shopping center and the highway, should bear no <br /> discernable impact from the use. <br /> The flower mart meets the needs of the residents of Mounds View in that there are no greenhouses <br /> within the City. The zoning for the shopping center is B-4 (Regional Business District)which <br /> allows outdoor sales as a conditional use. The area of Moundsview Square is identified as <br /> Highway Commercial within the City's Comprehensive Plan, a designation consistent with the • <br /> shopping center and proposed flower mart. Traffic in the area should not increase as a result of this <br /> use as it will draw much of its customer base from the Moundsview Square shoppers and <br /> commuters traveling east and west on Highway 10. The greenhouse will not interfere with the <br /> internal circulation of the shopping center and the loss of the parking spaces will not create a <br /> shortage of parking stalls on the premises. Given these considerations and the previous experience <br /> with Linder's Greenhouse, staff feels approval of the conditional use permit is appropriate. <br /> Recommendation: <br /> Adopt Resolution 534-98 recommending to the City Council approval of the conditional use permit <br /> for Linder's Greenhouses with stipulations as to starting and ending dates, hours of operation, <br /> lighting and signage. <br /> N:\DATA\GROUPS\COMDEV\DE VCASES15 I 1-97\LIND ERS.PC <br />
