PLANNING• COMMISSION <br /> MEMO <br /> To: Mounds View Planning Commission, City Council, Economic Development <br /> Commission <br /> From: Rick Jopke, Community Development Director <br /> Subject: North Metro I-35W Corridor Coalition <br /> Date: February 18, 1998 <br /> INTRODUCTION <br /> At the February 18, 1998 Planning Commission meeting, city staff and representatives from the <br /> University of Minnesota Design Center for American Urban Landscape (Design Center) will be <br /> presenting information about the North Metro I-35W Corridor Coalition (Coalition) and asking <br /> for input. City staff will present information about the membership, purpose and goals of the <br /> Coalition as well as the perceived benefits to the city in being a member of the Coalition. The <br /> Design Center will lead a discussion to identify local planning and economic development issues, <br /> • emerging issues common to all coalition cities, and opportunities for and barriers to joint <br /> strategies and actions. <br /> BACKGROUND <br /> The seven communities of Arden Hills, Blaine, Circle Pines,Mounds View,New Brighton, <br /> Roseville, and Shoreview entered into a joint powers agreement in December 1996 to form the <br /> North Metro I-35W Corridor Coalition. The Coalition adopted the following vision statement: <br /> "The Coalition will jointly and cooperatively plan for and maximize the opportunities for <br /> regional community development, quality growth and diversification in the North Metro through <br /> a system of collaboration." <br /> Mayors and city administrators/managers from the seven cities comprise the governing board and <br /> meet on a monthly basis. Community Development or Economic Directors from each of the <br /> cities form the Community Development Committee. This group typically meets twice a month <br /> to coordinate and implement the Coalition's work plan. <br /> Over the past year, the Coalition began building a base from which it can realize its larger vision. <br /> This work has included securing outside sources of funding, laying the foundation for a common <br /> Geographic Information System(GIS), and building relationships within the Coalition as well as <br /> other governmental entities such as Anoka and Ramsey Counties, school districts, state agencies, <br /> . and the Metropolitan Council. A copy of the draft 1997 annual report is attached for your <br /> information. <br />
