• As the Coalition enters its second year, it has placed a priorityon developing a subregional <br /> planning framework to shape and direct future work. The Coalition has contracted with the <br /> Design Center to assist with establishing a subregional planning base and framework, a <br /> community involvement component, recommendations for next phases of work, and strategies <br /> for implementation. A copy of the 1997-1999 work plan is attached. <br /> Fundamental to establishing this framework is broadening the base of community participation <br /> beyond the board and community development committee to include council members, <br /> appointed commissions, and interested citizens. The Coalition is interested in exploring the full <br /> spectrum of community issues from quality of life to economic development to <br /> intergovernmental relations. The meeting on February 18 is a first step in this process. Future <br /> Coalition events will include a Coalition-wide working session for councils and commissions to <br /> be held in March or early April, and a Coalition Summit to be held in early May. <br /> COALITION BENEFITS <br /> The following are potential benefits which communities can receive through participation in the <br /> Coalition: <br /> • Development of a common GIS <br /> • • Information Sharing <br /> • Joint Marketing of the area <br /> • Shared resources <br /> • Cost efficiency <br /> • Joint efforts to influence larger issues and systems that one city alone would have <br /> difficulty influencing • <br /> • Ability to develop shared strategies and/or joint programs to address issues everyone has <br /> in common, e.g. housing and transportation <br /> • Ability to coordinate individual city efforts in redevelopment and planning <br /> • AbiIity to use the umbrella of the Coalition to explore a wide range of challenges and <br /> opportunities <br /> • A forum where cities can discuss issues and agree to agree or disagree and work together <br /> on those issues where there is agreement <br /> • • An opportunity to change ways of doing business to make things work better <br /> • Provides a unique planning perspective that generates greater awareness of new <br /> opportunities <br /> • Provides an opportunity to create a common vision and to work with other groups <br /> ACTION REQUIRED <br /> This is a discussion item so no formal action is required. <br /> • N:IDATA\GROUPS\COMD EIAPL.ANCOM114I2-18-98..YlEsf <br />
