draft 12/9/97 <br /> North Metro I-35W Corridor Coalition <br /> 1997- 1999 Work Plan <br /> ikograp hic Information Systems (GIS) <br /> • Development of Data Base - (January 1997- March, 1998) <br /> The development of an accurate and compatible data base is of utmost importance to the successful <br /> implementation of a shared GIS system. To that end, Phase I - Part 1 of this task will be the <br /> incorporation of data which is currently available (i.e., parcels, road names, zoning, existing land use <br /> and other assessor and tax attributes) from the two participating counties (Anoka and Ramsey). <br /> • Development of Building Data Base and Commercial/Industrial Inventory (January 1998 - <br /> December 1998) <br /> Phase I -Part 2 would focus on the linking of appropriate County assessor core building data and <br /> associated addresses, including multi-tenants to building footprints. The resulting data base would <br /> be related back to the underlying parcel data base and assist in the development of not only an <br /> inventory of current commercial/industrial activity, but also in the future development capacity of <br /> sites throughout the corridor. This data base will also be linked to the OCR data base. This proceas <br /> may also be used to determine residential developable sites. <br /> • Integration of Miscellaneous Data - (September, 1997-July, 1998) <br /> Phase I - Part 2 will include the incorporation of data from miscellaneous sources. The data to be <br /> incorporated in this task may include: hydrography, (including wetlands delineation),road edges, <br /> • digital aerial photographs and topography. <br /> • Data Base Maintenance/Enhancement/Coordination (January 1998 - Ongoing) <br /> Much of the GIS data to be used by the Coalition is dynamic in nature and requires constant <br /> updating. In addition, these data sets originate from a variety of organizations. Careful and logical <br /> management of data is essential for data to be accurate and up to date. A full-time <br /> coordinator/manager is required to work with member cities and outside agencies in this task and all <br /> other work program issues. <br /> • Joint Usage of Equipment(July 1997-December 1999) <br /> The desire by the member cities to collaboratively work on GIS presents opportunities for joint <br /> usage of expensive hardware. The cities will develop an agreement which specifies what hardware <br /> will be shared by whom and under what circumstances (i.e., time and money). <br /> • <br /> • Development of Electronic Data Linkages Between Cities - (June-December, 1997) <br /> . The "knitting"of electronic data between the cities will provide the opportunity for any Coalition <br /> member to "look outside of the box". These opportunities will lead to the ability to jointly market <br /> the cities for economic development and redevelopment purposes.
