Development of a Study Context (December 1997 - February 1998) --The purpose of the context <br /> is to build a comprehensive foundation from which the Coalition can complete the remainder of <br /> the study and to guide future Coalition activities. Included in the context will be a review and <br /> • synthesis of comprehensive plans from each•of the Coalition's participating communities and an <br /> . overlay of applicable planning documents from:other entities; an inventory and synthesis of <br /> capital improvement plans from relevant public and private agencies; an assessment of economic <br /> • <br /> development , redevelopment and housing issues at the subregional level; and review and <br /> integration of the ongoing Coalition GIS initiative. <br /> B. Preparation of a Coalition Working Matrix (January 1998 - February 1998) --The purpose of the <br /> matrix is to assist members of the Coalition in managing its diverse work plan and in developing <br /> strategies to fill gaps, to clarify working relationships, and to adopt a code of ethics or protocols <br /> for operations. <br /> C. Development and Implementation of a Coalition Education Program (February 1998 -March <br /> 1998) — The purpose of the education program is three-fold: 1) to increase public awareness of <br /> the Coalition and to engage the public in Coalition activities; 2) to actively involve local elected <br /> officials and commission members in Coalition activities and o encourage networking within this <br /> group; and 3) to involve a cross-section of city staff in working sessions that focus on Coalition <br /> activities and operations. <br /> D. Assessment of Immediate Transportation Needs (December 1997 -February 1998) --This <br /> assessment is intended to provide the Coalition with a set of short- and long-term <br /> recommendations for addressing immediate transportation needs within the corridor. Included in <br /> the assessment will be inventories of city,county,and state projects,policies, and implementation <br /> schedules. These inventories will be consolidated to provide the Coalition with a comprehensive <br /> overview of current and immediate transportation projects, barriers, and proposed strategies. <br /> Results from this assessment will be folded into the study context and become the basis for the <br /> Iarger, long-range studies anticipated in Phase I Track 2 and Phase II. <br /> E. Development of a Consultant Pool for Phase I Track 2 (February 1998 - March 1998) --An RFQ <br /> will be developed to generate the consultant pool. The board will develop an evaluation process <br /> for consultant selection,which will be overseen by the board. <br /> 3. Subregional Comprehensive Planning Review Program (January 1998— April, 1998) <br /> • In compliance with State Legislation, cities in the metropolitan region must prepare and submit an <br /> updated comprehensive plan to the Metropolitan Council for review by December 31, 1998. The <br /> Coalition views this mandate as an opportunity to propose a subregional program for common <br /> Metropolitan Council planning review following the Regional Blueprint To that end, the Coalition <br /> will work with the Design Center for American Urban Landscape to prepare a program proposal for <br /> presentation to the Metropolitan Council. The proposed program would include: a) a set of common <br /> terms, definition and formats for data presentation used at the beginning of each community's plan <br /> document; b) performance criteria that might be used for evaluating Coalition communities <br /> • comprehensive plans and c) strategies for integration local planning and program efforts with <br /> subregional and regional issues/systems statements. <br /> U:11-35W\CD-COMMAWORKPLAM97WRKPLN.DOC 3 <br />
