Departmental activities encompass financial planning including preparation of the Long-Term Financial Plan and annual budget, accounting and financial reporting including Accounts Payable , Accounts Receivable , Pavr-ol. l and Utility billing , purchasing , debt raana'Jement , investment of idle funds , insurance risk mandgement, and preparation of annual financial statements. The Department ' s Community Development division provides the e City ' s engineering , planning and housing , building and fire code enforcement services. The Director of Public Works/ Community Development also serves as the Zoning Administrator providing primary staff support to the Planning Commission . In 1984 the City adopted a Street Maintenance Plan which Calls for a 20 year program for the maintenance and upgrading of municipal streets . The implementation of this plan in conjunct:ion with an on-going program to upgrade the City ' s Municial State Aid streets will ensure that the City ' s streets are in good condition at all times . Parks , Recreation , and Forestry Department - The major goal of the Parks , Recreation and Forestry Department is to develop a comprehensive and balanced system of parks, open space , trails and leisure oriented programs for all residents of Mounds View in as economic a manner as possible .
