The implementation of this plan in <br /> conjunct:ion with an on-going program to upgrade the City ' s <br /> Municial State Aid streets will ensure that the City ' s <br /> streets are in good condition at all times . <br /> E. Parks , Recreation , and Forestry Department - The major goal <br /> of the Parks , Recreation and Forestry Department is to <br /> develop a comprehensive and balanced system of parks, open <br /> space , trails and leisure oriented programs for all residents <br /> of Mounds View in as economic a manner as possible .
