This is especially <br /> true in view of the claims made by many developers and land- <br /> owners that their proposed developments will increase the tax <br /> base of the community and therefore , will result in an economic <br /> tax benefit to the community . While most private developments <br /> will indeed result in an increase in the tax base of a commun- <br /> ity , this needs to be balanced against the cost of the public <br /> services required by that development before one can make the <br /> claim that a particular development will result in the gener- <br /> ation of revenues in excess of service costs . Furthermore , <br /> what is perceived as an economic benefit by one individual , <br /> one group or one community may not be considered beneficial <br /> by another person , group or city . <br /> There are a variety of potential analytical tools and studies <br /> as well as adopted policies and plans which local officials <br /> might want to consider in evaluating a particular development <br /> proposal . the availability of these studies and documents with <br /> which to evaluate development proposals differs from commun- <br /> ity to community depending upon a number of factors .
