For example , municipal <br /> officials seldom consult school district officials during an <br /> evaluation of a major development proposal even though the <br /> proposed development can have a major impact on the school <br /> district finances . Similarly , local communities in the past <br /> have often neglected to determine the fiscal impact ( cost- <br /> revenue ) of a particular development on the local community <br /> • finances . <br /> This is slowly changing due to the decreasing fiscal resources <br /> available to local communities in Minnesota . Local officials , <br /> being scrapped for funds with which ro finance various projects <br /> due to a decrease in federal and state aids as well as levy <br /> limitations being imposed by state law , are becoming increasingly <br /> concerned over the fiscal impact of various development pro- <br /> posals . One such community is the City of Mounds View . <br /> In order to determine the economic costs and revenues generated <br /> by various land use types , the City of hounds View , through its <br /> Wetlands Committee , commissioned a fiscal impact <br /> study <br /> fofahyf hypo- <br /> thetical development alternatives on ~a vacant parcel <br /> located in the city . The purpose of the study was to attempt <br /> co determine the fiscal impact on the municipal budget of se - <br /> eral different developments on a vacant parcel of land approxi- <br /> mately 75 acres in size located in the eastern portion of the <br /> city . The particular tract of land is one of 17 parcels of <br /> undeveloped land located in the city whichtisys subject <br /> r tot a wet- <br /> lands ordinance . 1981 was chosen as <br /> the fact that this was the most current year. for which reli- <br /> able data was available . <br /> A review of the literature and past research of fiscal impact analy- <br /> • sis suggests that few studies of this type have been attempted due <br /> to the countless variables that can affect the validity of any and <br /> all findings , especially in relation co the cost of the services <br /> demanded by different types of developments .
