7 ,
Final Report
for residential properties are calcucaced by mu : . . ,,eying a per•
tentage of the assessed valuation of the parcel by the local
tax rate . In the metropolitan area the fiscal disparities law
has affected the calculation of the property tax for commercial
and industrial properties . Appendix B describes the property
tax revenues including homestead credit generated by alterna-
tive types as defined in Appendix A for three jurisdictions :
city , school district and county . City revenues comprise 1
15 . 69% of the total taxes levied by the city , school district ,
county , metropolitan council and other jurisdictions .
Revenues shown in Appendix B include monies paid to the city
by other governmental agencies for homestead credit as well
as locally generated property taxes . Table 1 below summar-
izes the ,totalmunicipal revenues expected from property taxes
for the various land uses ; they are listed below in order
of the rate of return to the city .
Table 1
Municipal Revenues*
Land Use Type City Share
1 . Commercial Shopping Center $ 191 , 133 . 00 •
2 . Multi-Family Residential ( R-4 ) $ 176 , 830. 00
3 . Mix : Commercial and R-4 $116 , 705 . 00 •
4 . Vacant $4 , 330. 00
* Sources of revenue include property taxes and homestead credits .
B. School District Revenues
In addition to the property tax , considerable revenue is gen-
erated fir the school d -t ict by state fo-u-n--d-ation aids . $ 1333
per pupil unit in foundation aid was received by the school dis-
trict in the study year ( 1981 ) . Pupil unit ( PU ) does not di-
rectly correspond to the number of students , as placement in
school results in various PU designations ; . 5 PU for kinder-
garten , 1 . 0 PU for elementary , and 1 . 4 PU for secondary . For
the purposes of the study , revenue projections were made based
on the number of actual pupils . This results in a somewhat
conservative estimate . Appendix C details the populations an-
ticipated from development of the residential alternatives and
the revenues generated by the state ' s foundation aid and the
property tax to the Mounds View School District . Revenues
generated by development type in descending order of total
property tax dollars raised for the school district are shown
in Table 2 .
4111
,_c
