GENERAL LAND USE GOALS AND POLICIES <br /> Goal 1: Develop a cohesive land use pattern which ensures compatibility and <br /> functional relationships among activities and uses. <br /> Policies: a. Relate land use development to transportation needs, desired <br /> development and community priorities. <br /> b. Analyze all development proposals on an individual basis from a <br /> physical, economic and social standpoint to determine the most <br /> appropriate uses within the context of the development district <br /> in which it is located and the community as a whole. <br /> c. Avoid over allocation of use types on a community as well as on an <br /> individual planning district basis. <br /> d. Accomplish transitions between distinctly differing types of land <br /> uses in an orderly fashion which does not create a negative (economic, <br /> social, or physical impact on adjoining developments. <br /> e . Existing undeveloped single family residential lands will be developed <br /> in a manner responsive to community needs and compatible with surround- <br /> ing development. <br /> f. The City will maintain comprehensive subdivision regulations govern- <br /> ing platting procedures, site design standards, public and land re- <br /> quirements, engineering standards and specifications, required <br /> improvements and other factors dealing with the proper subdivision of <br /> land . <br /> Goal 2: Maintain and, where necessary, upgrade land uses and environmental quality. <br /> Policy: a. Protect integrated use districts (residential neighborhoods, commercic! <br /> centers, industrial parks) from penetration by through traffic. Where <br /> through traffic problems are identified, correct such problems as <br /> opportunities arise . <br /> Goal 3: Preserve and protect property values. <br /> Goal 4: Ensure that community development is compatible with features of the natural <br /> environment and is accommodated without destroying desirable environmental features <br /> and natural amenities. <br /> Policies: a. Development shall be prohibited on wetlands, flood plains, and <br /> other natural features that perform important public protection functions <br /> in their natural state. <br />
