Compatibility with surrounding land uses of any proosed apartment <br /> mens <br /> project will be a major consideration for approval or denial of any <br /> proposed apartment building. <br /> c . High density housing shall not be placed or utilized specifically as a <br /> buffer or use capable of absorbing negative impacts. <br /> d . Alternative forms of housing in the medium density range will be provided <br /> in transitional areas between single family residential neighborhoods <br /> and high density residential development. <br /> e . Medium density (3-6 units) housing shall not be allowed to encroach <br /> upon areas specified for low density (1-2 units) development. <br /> f. The existing character of low density neighborhoods shall be maintained <br /> and preserved by preventing encroachment from higher use types and by <br /> buffering these neighborhoods from other types of land uses . <br /> g. Substandard housing shall be rehabilitated or redeveloped through <br /> private means and/or public assistance . <br /> 41111 h . Substandard housing shall be removed when it is judged not <br /> .economically feasible to correct deficiencies. <br /> I . Rental housing shall be upgraded to require adequate sound proofing as <br /> well as adequate open space and landscaping. <br /> j . Residential amenities now required through zoning and subdivision re- <br /> gulations shall be maintained . <br /> k. Enact and uniformly enforce a Housing Maintenance Code in order to <br /> protect the health and safety of occupants and ensure the on-going <br /> stability of residential neighborhoods. <br /> I . Protect residential neighborhoods from penetration by through traffic . <br /> m. Maintain a high quality residential environment through rehabilitation <br /> or where necessary, redevelopment of substandard units. Undertake <br /> such actions through private means or, if necessary, public action . <br />
