n. Protect residential developments from adverse, man-made, environ- <br /> mental impacts, including noise, air, and visual pollution. New <br /> residential development shall be prohibited when noises and/or air <br /> pollution exceed accepted standards and the negative impacts are not <br /> correctable by constructions, site planning, and other techniaues . <br /> o. Prohibit commercial development within designated residential areas <br /> (neighborhood commercial uses should be viewed as unnecessary when <br /> community proximity of the neighborhoods to commercial areas is <br /> adequate.) <br /> Goal 3: Provide sufficient housing and sufficient housing sizes, types and styles to <br /> meet the needs of all segments of the population, notedly groups with specialized <br /> housing needs, such as the low and moderate income and the elderly. <br /> Policies: a. The development and preservation of owner-type housing for low and <br /> moderate income households shall be encouraged. <br /> b. Support a program of providing housing for low and moderate income <br /> families and individuals which avoids concentrating such housing <br /> within a single project or area. <br /> c . Consider developments that include both subsidized and regular <br /> market rate housing within a single planned residential area. <br /> d . Consider use of townhouses, duplexes, garden apartments and <br /> • <br /> scattered site single family homes for family.subsidized housing. <br /> e. Establish administrative and policy mechanisms which will facilitate <br /> the development of low and moderate income housing and correct <br /> existing housing deficiencies. <br /> f. When providing housing for low and moderate income households, <br /> priority shall be given to Mounds View residents and notedly elderly <br /> residents. <br /> g. The City shall ensure that all housing assistance available, be it state or <br /> federal, bemade available and accessible to community residents. <br /> h. The City Newsletter, as well as local news media, may be utilized as <br /> a vehicle for informing residents of housing program availability. <br /> 53 <br />
