Goal 6: Protect residential land uses which may be significantly impacted by nois <br /> in the vicinity of the Anoka County Airport. <br /> Policies: a. Develop close and continuing liaison with the Metropolitan Airports <br /> Commission in the planning process for the Anoka County Airport. <br /> COMMERCIAL GOALS AND POLICIES <br /> Goal 1 : Commercial development shall be considered in order to provide a broad tax <br /> and an expanded employment base within Mounds View. <br /> Policies: a. Continue to maintain and expand the City's commercial tax base to <br /> assist in paying for needed services and in reducing tax impact on <br /> housing costs. <br /> b . Cooperate with commercial developers to insure that commercial <br /> development is a communityassestand meets the standards established <br /> by the City. <br /> c . Identify commercial activities complementary to existing activities <br /> and promote and facilitate the development of such commercial activities <br /> within Mounds View. <br /> Goal 2: Provide safe, convenient, attractive, and accessible commercial develop <br /> ment within Mounds View. <br /> Policies: a. Develop commercial and service centers as cohesive, highly inter- <br /> related units with adequate off-street parking. <br /> b . Commercial development shall be based upon the concept of a compact, <br /> integrated business center developed according to a specific site plan. <br /> c. Insure that all service and commercial uses are adequately and appropriate <br /> landscaped according to zoning requirements as may be amended . <br /> d . Insure that all service and commercial uses are adequately screened and <br /> buffered from any adjacent residential developments. <br /> e. Buffers such as screen plantings, fences, and public and semi-public use <br /> areas will be provided to eliminate conflicts between commercial activitit <br /> and adjacent residential development. <br /> f. The location of commercial uses shall take into consideration the neighbor <br /> • hood, land use, and circulation pattern. <br /> g. Access to all major commercial centers will be designed to faci l i to <br /> traffic flow along major channels of movement. <br /> 60 <br />
