i. Information 9 reardin housingprograms shall be made available <br /> 9 <br /> through the City Administrative Offices. <br /> j . Quantitative goals for the provision of low and moderate income housing <br /> and for housing rehabilitation shall be established and reevaluated on an <br /> annual basis. Goal determination shall be based in part upon the avail- <br /> ability <br /> vail- <br /> ability of programs to meet stated goals. <br /> k. Programs available through the Metropolitan Housing and Redevelop- <br /> ment Authority will be utilized when they can assist the City in <br /> meeting its particular low and moderate income housing goals, giving <br /> due consideration to existing housing. <br /> I . Administrative costs of housing programs shall be minimized through the <br /> utilization, where feasible, of non-City staff (i .e ., state and regional <br /> agency staff, existing private institution staff, etc.). <br /> Goal 4: Encourage a creative approach to the use of land and related residential <br /> development. <br /> 1111 Policies: a. Encourage design and planning innovations in both housing and land <br /> development. <br /> b. Transitional zones shall buffer distinctly differing densities of housing. <br /> c. Consider innovation in subdivision design and housing development. <br /> d. Residential neighborhoods should be planned and developed as units <br /> with related, but limited supportive service and commercial activities. <br /> e. Access to major streets will be encouraged on the periphery of residential <br /> neighborhoods. <br /> f. All new housing, including rental housing, shall adhere to the highest <br /> possible standards of planning, design and construction. <br /> g. All types of housing will beconsidered provided each is properly located <br /> according to the Comprehensive Plan and the site plans and structural <br /> quality are in accordance with the applicable City Codes. <br /> Goal 5: Maintain planning districts within the community based upon homogeneous or <br /> compatible land use characteristics and/or division by physical barriers. <br /> • Policies: a.
