COMMERCIAL USES <br /> To date, Mounds View has experienced only a limited amount of commercial <br /> development. In order that a stable and functional pattern of commercial activities <br /> can be developed for the community, a hierarchy must be established relative to <br /> commercial uses. <br /> The lowest intensity commercial activityis seen as the neighborhood commercial use . <br /> These types of uses are intended to serve the daily, convenience shopping needs of <br /> individual neighborhoods. In order that they not disrupt these neighborhoods, they <br /> should be located only on the periphery of neighborhoods along collector or arterial <br /> streets. Moreover, they should be carefully buffered from adjacent residential <br /> development to protect such development from any adverse environmental effects. <br /> Neighborhood commercial use proposals should be examined with extreme care to <br /> insure that their service to the community far outweighs their inherent disruptive <br /> aspects to a neighborhood. <br /> The next order of commercial activity is the City Center. As set forth in the Concept <br /> Plan, it is proposed that this Center act.as the central, unifying focal point for the <br /> community. The two most important components of the City Center presently are the <br /> Mounds View Civic Center and the Mounds View Square Shopping Center. In addition <br /> to these two components, it is proposed that a mix of additional commercial and <br /> residential development of various densities be introduced in the undeveloped core <br /> area of the City presently zoned industrial . In order to achieve a desirable mix of <br /> • activity as well as take maximum advantage of the site attributes, it is recommended <br /> that development of this area be done omra planned unit basis. As mentioned previously, <br /> Mounds View has received development proposals which provide for integrated mixed <br /> use development, consistent with the City's policies. <br /> In terms of total functioning, the commercial and service (including the Civic Center) <br /> activities of the City Center should be surrounded by and supported by low, medium <br /> and high density housing. Within the Center, pedestrian circulation needs should <br /> receive the highest priority. In this regard, the economic feasibility of a grade- <br /> separated pedestrian crossing of Highway 10 should be investigated in order to properly <br /> integrate all the elements of the Center. Vehicular circulation on the other hand, <br /> should be facilitated by means of a ring road which penetrates the Center at the <br /> periphery. Off-street parking should be located within easy access of this ring road. <br /> Although open spaces will become a part of the overall Center development scheme by <br /> utilizing the PUD approach, Silverview Park and City Hall should be developed as <br /> the major open space elements related to the Center. Again, the details of this <br /> element will be more fully discussed in the Community Facilities Plan. <br /> S <br />
