,.03/26/98 THU 15:44 FAX 612 490 2150 SEH 0 002
•
4...rirefi•
A ► MEMORANDUM
■ST.PAUL,MN O MINNEAPOLIS, MN o ST.CLOUD, MN O CI•IIPPEWA FAU,S,WI O MADISON,WI CI LAKE COUNTY,IN
TO: Jim Erickson,City of Mounds View
FROM: Tom SohrweidelliV7
DATE: March 26, 1998
RE: Greenwood Drive Traffic Diversion
SEH No.A-MOUND9805.00
Steve Campbell has forwarded your FAX to me regarding the traffic diversions on Greenwood Drive.
As Chair of the North Central Institute of Transportation Engineer's(NCITE)Neighborhood Traffic
Control Committee, I have kept aware of various traffic calming techniques and have the following
observations.
• Generally, creating a curvilinear alignment reduces traffic speeds. However,if it isn't done abruptly
enough, drivers can straighten out the curves, thereby minimizing the effect on their speed. Another
concern which rue seen in many situations, is that while physical features, such as curves may slow
vehicle speeds, complaints and problems can continue as vehicles are driving too fast for conditions.
While they may have been driving 35 mph previously, a reconstructed alignment desires to slow
speeds to 20 mph, while they actually drive it at 25 mph. This can result in vehicles crossing the
centerline or losing control.
Of the two options, Option 1 combines two features. Roadway narrowing and curvilinear alignment.
The closer the protrusions are together, the more potential to impact speed. Caution needs to be taken
_ - -ira,i i- ,r.rne.- a I - , r •- ,lLar access.
Option 2 uses curvilinear alignment only. Although this can work, it creates greater opportunity for
drivers to try and smooth out the curves and/or drive too fast for the new condition.
• A recent MnDOT survey of metro area traffic calming activity categories which included street
narrowing and horizontal realignment generally were reported to result in improved street safety.
If you have any questions relative to the above or desire additional information, please call me at 490-
2072.
• is
c: Steve Campbell, SEH
sATRANSNQUNP RWD,WPD
An AJjvmetiveAdiout,
E4ral OPPoMwity EePleyer
