Jim Ericson <br /> 111 <br /> March 17, 1998 <br /> page two <br /> It is increasingly important that local governments cooperate with Mn/DOT in effectively <br /> managing the region's highways. Safety and congestion problems are many, and <br /> solutions are more difficult and very costly to implement. The likelihood of problems <br /> caused by the proposed access will increase as this corridor continues to develop and <br /> traffic in the area grows. We cannot replace the regional highway system. The system is <br /> a regional resource and we must manage it for the benefit of the region as a whole. <br /> Mn/DOT's ability to promote safe and efficient traffic flow on the highway is <br /> compromised without the cooperation of property owners and local governments in the <br /> land development process. It is our desire to work in partnership with the City of <br /> Mounds View to manage the regional highway system effectively. We strongly <br /> recommend that the city act accordingly to ensure that site access is limited to the local <br /> streets that currently provide access to TH 10. <br /> • Regional policy developed by the Metropolitan Council disapproves direct access to <br /> minor arterials from individual properties. The emphasis of TH 10 is to serve mobility as <br /> opposed to direct land access. Access to County Road I is more appropriate. • <br /> Regional policy also advocates land access management and control as tools in ensuring <br /> that minor arterials continue to operate efficiently and effectively. As one goal of the <br /> City's Focus 2000, initial highway corridor improvements have focused on a <br /> bike/pedestrian trail adjacent to TH 10.
