. <br /> Which Phase Comes First? <br /> There is no set order for completion of the steps, but to be efficient and thorough <br /> there are some steps that should be completed before others. The Star City <br /> committee should be designated prior to beginning the other phases. It is important <br /> to do the information gathering phase early so that the information can be used in <br /> the planning and marketing phases. If a five-year plan is completed before the <br /> information is gathered, the plan may not adequately address the community's <br /> needs. The information gathering and planning phases are the core phases in this <br /> process (see figure 6). These two phases must be completed in as thorough and <br /> efficient a manner as possible. Marketing of the community needs to be based on <br /> the planning the community has done. A strong marketing campaign requires that <br /> the community knows the direction it wants to pursue and to have the resources and <br /> commitment necessary for implementation. Thus, the marketing phase usually <br /> comes late in the process. <br /> However, some of these activities can be done simultaneously. For example, while <br /> information is being gathered, research can be done on the cost of materials and <br /> labor for the fact booklet. Some steps are complex, and preliminary work can be <br /> 0 started early to stay on schedule. Also, some work on the steps within the phase <br /> may already be completed. An inventory of materials containing required <br /> information should be conducted early in the process to avoid unnecessary <br /> duplication of effort. <br /> 1111 , <br /> 1 <br /> 2-5 <br />
