0 redevelopment, bringing jobs and added revitalization to East Side neighborhoods. The project
envisions more then 100 acres of redevelopment industrial land alongside Phalen Boulevard, a
limited access roadway that would link Lake Phalen with Interstate 35E.
THE BENEFITS
• The project could eventually provide close to 1.5 million sq. ft. of new industrial space,
and they hope, more than 2000 new jobs for an area that sorely needs it.
• The project could also serve as a model for inner-city development. Urban centers across
the country complain that they have land and a workforce primed for industrial jobs, but
that new growth is almost exclusive to suburban areas, where development is cheaper and
easier.
• The project's supporters hope the boulevard would entice existing firms to stay and
expand in the East Side, and even encourage others to locate in the area.
B. HOPKINS COUNTY ROAD 3 CORRIDOR STUDY (information taken from County
Road 3 Corridor Study, February 21, 1995).
111 THE PROJECT
Roadways in each community form an essential element of a community pattern. In
Hopkins, the pattern of roadways separates the community into definable areas. County Road 3 is
a key traffic artery but also has the potential to link the community rather than form another major
geographic divider.
Because of the emphasis placed on County Road 3 resulting from the Strategic Plan, the
Hopkins City Council identified the need to complete a more strategically focused corridor study.
Past efforts have supplied the important and useful information regarding potential land use,
transportation and aesthetic improvements. What was lacking, however, was a comprehensive,
action oriented document that not only addressed these factors but also emphasized
implementation, specially including financial tools. As a result the County Road 3 Corridor Study
was prepared.
110
10
