The project <br /> envisions more then 100 acres of redevelopment industrial land alongside Phalen Boulevard, a <br /> limited access roadway that would link Lake Phalen with Interstate 35E. <br /> THE BENEFITS <br /> • The project could eventually provide close to 1.5 million sq. ft. of new industrial space, <br /> and they hope, more than 2000 new jobs for an area that sorely needs it. <br /> • The project could also serve as a model for inner-city development. Urban centers across <br /> the country complain that they have land and a workforce primed for industrial jobs, but <br /> that new growth is almost exclusive to suburban areas, where development is cheaper and <br /> easier. <br /> • The project's supporters hope the boulevard would entice existing firms to stay and <br /> expand in the East Side, and even encourage others to locate in the area. <br /> B. HOPKINS COUNTY ROAD 3 CORRIDOR STUDY (information taken from County <br /> Road 3 Corridor Study, February 21, 1995). <br /> 111 THE PROJECT <br /> Roadways in each community form an essential element of a community pattern. In <br /> Hopkins, the pattern of roadways separates the community into definable areas. County Road 3 is <br /> a key traffic artery but also has the potential to link the community rather than form another major <br /> geographic divider. <br /> Because of the emphasis placed on County Road 3 resulting from the Strategic Plan, the <br /> Hopkins City Council identified the need to complete a more strategically focused corridor study. <br /> Past efforts have supplied the important and useful information regarding potential land use, <br /> transportation and aesthetic improvements. What was lacking, however, was a comprehensive, <br /> action oriented document that not only addressed these factors but also emphasized <br /> implementation, specially including financial tools.
