THE BENEFITSIll The Hopkins Comprehensive Plan recognized that the Boulevard is "very important" to the "fiscal health,job base, and image" of the City of Hopkins. The Strategic Plan for Economic Development identified three specific goals including: • Improve vehicular and pedestrian movement along County Road 3 and enhance the link between County Road 3 and Mainstreet • Foster the development/redevelopment_, of. property. along_ County. Road_ 3, including consideration for a business park and/or other major retail uses. • Improve/enhance the function and appearance of existing commercial, industrial, and public/semi public land uses, including visual improvements such as landscaping, screening, and tree planting. Ideas and input from the corridor's major stakeholders, the business community and the residential neighborhoods had an active role in the development of the County road 3 Corridor Study. ill C. NEW BRIGHTON HIGHWAY EIGHT CORRIDOR PLAN (information taken from New Brighton Highway Eight Corridor Plan) THE PROJECT The City prepared the study to assist in publicizing the development attributes and opportunities in anticipation of new development. The plan was development in an aggressive effort to gain favorable consideration from prospective development proponents. The Highway 8 Corridor Plan focuses on existing land uses, transportation components, undeveloped and under-developed land parcels, prospective future changes, the image and character of potential changes within the corridor study area. New Brighton's objective in this study has been to inventory, analyze and document various development potentials and opportunities and to encourage and aggressively proceed toward "full and productive" use of these properties.
