THE BENEFITSIll <br /> The Hopkins Comprehensive Plan recognized that the Boulevard is "very important" to <br /> the "fiscal health,job base, and image" of the City of Hopkins. The Strategic Plan for Economic <br /> Development identified three specific goals including: <br /> • Improve vehicular and pedestrian movement along County Road 3 and enhance the link <br /> between County Road 3 and Mainstreet <br /> • Foster the development/redevelopment_, of. property. along_ County. Road_ 3, including <br /> consideration for a business park and/or other major retail uses. <br /> • Improve/enhance the function and appearance of existing commercial, industrial, and <br /> public/semi public land uses, including visual improvements such as landscaping, <br /> screening, and tree planting. <br /> Ideas and input from the corridor's major stakeholders, the business community and the <br /> residential neighborhoods had an active role in the development of the County road 3 Corridor <br /> Study. <br /> ill <br /> C. NEW BRIGHTON HIGHWAY EIGHT CORRIDOR PLAN (information taken from <br /> New Brighton Highway Eight Corridor Plan) <br /> THE PROJECT <br /> The City prepared the study to assist in publicizing the development attributes and <br /> opportunities in anticipation of new development. The plan was development in an aggressive <br /> effort to gain favorable consideration from prospective development proponents. <br /> The Highway 8 Corridor Plan focuses on existing land uses, transportation components, <br /> undeveloped and under-developed land parcels, prospective future changes, the image and <br /> character of potential changes within the corridor study area. <br /> New Brighton's objective in this study has been to inventory, analyze and document <br /> various development potentials and opportunities and to encourage and aggressively proceed <br /> toward "full and productive" use of these properties.
