Analysis: <br /> Staff has reviewed the proposed development stage plan and has found that the development <br /> stage plan is generally consistent with the approved concept plan. Variations for the most part are <br /> improvements to the plan and will not adversely affect adjacent properties. The exception would <br /> be that the higher light standards may be more visible from the adjacent residential areas.
