interested any grocers due to the fierce competition nearby with Cub and Rainbow grocers in the <br /> Northtown area. Although some members of the community feel the need for a more locally- <br /> oriented food retailer in the immediate area, it is not economically feasible. Therefore, this use is <br /> also not appropriate for the subject area. • <br /> There are no community or regional retail centers along this portion of Highway 10. But <br /> approximately 3 miles to the northwest of I-35W is a major regional center, Northtown. In <br /> addition, there are several community and neighborhood centers surrounding the Northtown <br /> Mall. The two neighborhood centers in Mounds View, as discussed earlier, are having <br /> difficulties attracting tenants due to the competition with the Northtown area. Smaller retailers <br /> along the Highway 10 corridor appear to be fairly healthy, but many of those smaller retail <br /> buildings and the two neighborhood centers provide more service-oriented retailing, and the <br /> attraction is local convenience. A major retail center, whether it be regional, community or <br /> neighborhood would not be a financially feasible use for the subject area. Though, some type of <br /> convenience or service-oriented retailer may be a good possibility. <br /> There are no churches, schools and only one major government or community facility in the area. <br /> Typically these types of buildings are situated within residential areas, or at least off a major <br /> highway. In addition, the community planners have indicated their interest in increasing the tax <br /> base of the community, and none of these uses can accomplish this. Therefore, a church, school <br /> or other community facility would not be a good fit for this area. The only exception would b- <br /> in incorporating a public walking trail and possible small park near and around the wetland area, <br /> which could be considered a community facility. <br /> There are no health clubs in or along the corridor, but as addressedreviousl , this would riot L:-, 111) <br /> P Y <br /> financially feasible due to the competition of many other large health clubs around the <br /> Northtown Mall area. <br /> There are no cemeteries or mortuaries. Cemeteries take up a vast amount of land and therefore, <br /> would not be a possible use for the subject area. A mortuary does not exist along the corridor, <br /> and as discussed previously, has been an inquiry for the former Bridgemans restaurant near the <br /> Mounds View Square retail center. The community has an interest in improving the image of the <br /> subject area. Typically mortuaries are very professional in appearance, but they also may create <br /> an uncomfortable feeling amongst some people living nearby. In addition, mortuaries require <br /> good access, quite a bit of parking and some exposure and visibility, especially if it is new in the <br /> community. In spite of some perceived negative aspects, a mortuary is included in the list of <br /> possible uses for the subject area. <br /> There are no movie theaters, museums, art galleries or other cultural facilities. An older movie <br /> theater does exist within the Northtown Mall area, however, and a newer, large cinemaplex is <br /> being developed in that retail district. Museums and art galleries are typically near other <br /> culturally related venues. Those areas in the metropolitan area are in the downtown St. Paul and <br /> downtown Minneapolis locations. Due to competition for movie-goers and the unsuitable <br /> location for cultural venues, the subject area would not be a good fit for either of these uses. <br /> There are no assistedsenior housing complexes. Silver Pointe for Seniors, located within the 411 <br /> subject area, and the new Oak Crest for Senior development are the only two senior housing <br /> projects along Highway 10.
