• Planning Commission <br /> 471-97: O'Neil Property <br /> • March 8, 1997 <br /> Page 3 <br /> screen theater and office buildings, no other uses would be permitted on the property without <br /> approval of a PUD amendment, which would go through the same process as a rezoning request. <br /> As part of the review of this project, two neighborhood meetings were held. Approximately 35 <br /> citizens attended the meeting on December 12, 1996 and 150 citizens attended the meeting on <br /> January 15, 1997. Summaries of these meetings are attached (Attachments 10 and 11). <br /> Comments from citizens were used to identify issues which needed to be addressed in this review. <br /> Most of those issues are covered in the rezoning section of this report. <br /> Analysis: <br /> A. Comprehensive Plan Amendment <br /> History: Other Planning Efforts: The 1979 Comprehensive Plan (approved by the City Council on <br /> July 26, 1982) divided the City into 12 planning districts, and included a map showing proposed <br /> land use for each district. The O'Neil property is located in District 1. The 1979 map shows this <br /> property proposed for medium density residential development. A copy of the map and the text <br /> dp which accompanied the map is in Attachment 1 to this report. <br /> From this point, a series of efforts were undertaken to update the Comprehensive Plan and gain <br /> consistency between the Comprehensive Plan and zoning, which are described in below. We have <br /> included this history to give the Planning Commission an indication of the thinking which has <br /> occurred about District 1 and the O'Neil property. <br /> • 1983: A series of Planning Commission discussions were held on lots where the zoning <br /> and comprehensive plan designations were in conflict, in particular along Highway 10. It <br /> is not known how the situation on the O'Neil property was viewed. <br /> • 1986-1989: The Comprehensive Plan Update '88 was prepared and a series of joint City <br /> Council and Planning Commission meetings were held on this document. The copies on <br /> file do not have district maps with land use. The differences between comprehensive plan <br /> designations and zoning designations is discussed as an issue, and the list of properties in <br /> this situation includes the O'Neil property. There is a discussion of the problems <br /> associated with down zoning properties. The 1988 Update includes a Trunk Highway 10 <br /> Corridor Plan which places the O'Neil property in the "Community Center District". A <br /> map and description of this district is in Attachment 2. Revised text for District 1 was <br /> prepared in 1989, which said much less than the earlier description. It is included as <br /> Attachment 3. Not adopted. <br /> 0 ■ 1990: A Comprehensive Plan Update '90 was prepared and transmitted to the City <br /> Council and Planning Commission on July 13, 1990.
