Other choices would be the parking lots for Donatelle's and the <br /> businesses southeast of the Highway 10/County Road H2 intersection, if people were <br /> willing to cross H2 at the traffic light and walk along the Highway 10 right-of-way to the <br /> theater. A better solution is to hold Parcel B on the O'Neil property in reserve until <br /> experience is gained with whether the parking works, and use this parcel for parking if <br /> needed. <br /> With respect to the office uses, staff would recommend that additional parking not be <br /> required since office uses and theaters have offsetting hours. <br /> The project presents the possibility of some parking relief for Donatelle's Restaurant. <br /> Discussions are underway between Mr. Donatelle and Anthony Properties on a shared <br /> parking arrangement. <br /> 7. Public Safety <br /> • Police <br /> Mounds View Police Chief Tim Ramacher and his staff have reviewed the proposed plan. <br /> Chief Ramacher has noted that any time vacant land is developed, there will be an increase <br /> 1110 <br /> in police activity because there will be more people activity and cars on the site. <br /> Accidents, theft, vandalism and disorderly conduct are examples of the type of incidents <br /> which may occur. Because of the buffers provided around the development, he would <br /> expect these problems to be confined to the site and he does not expect the surrounding <br /> area to be adversely affected. The department: <br /> • Recommends a traffic control device be installed at the main entrance/exit to the <br /> development <br /> • Favors realignment of Edgewood Drive so it would intersect Highway 10 at a right <br /> angle and also align with the main entrance to the development. <br /> Staff also interviewed the following individuals regarding either planned or existing multi- <br /> screen theater projects, and have summarized their comments below: <br /> • Lieutenant Jim Daly, Ramsey County Sheriff Department <br /> Re: 14-screen theater in White Bear Township <br /> The only problems worth mentioning are thefts from autos and gatherings of <br /> teenagers, with some underage consumption of alcohol. He felt that the theft <br /> problem occurs any time you have a large concentration of cars. They have been <br /> patrolling in unmarked cars to try to address the problem. He felt the gathering of • <br /> teenagers was occurring because there are no alternatives in the area--the theater is <br /> situated out in the countryside with no other commercial development nearby. <br />
