The 12-screen theater is <br /> adjacent to a single family neighborhood on a site which allowed the theater as a <br /> permitted use. There was no controversy regarding this application. The 16- <br /> screen theater was located across a collector street from residential neighborhoods, <br /> 111111 and was on a site which required approval of a conditional use permit. There was <br /> some controversy surrounding this application, but once residents learned what <br /> other uses could go there, the controversy died down. The developer has offered <br /> to do screening in the yards of the residents across the street. They also plan to <br /> use remote cameras in the parking lot and good lighting. Staff asked Captain <br /> Wells if the Police Department had any particular concerns with the proposals, and <br /> he said no. They expect that there will be some theft from autos. <br /> (The 12-screen theater proposal by Mann Theaters for a site at Round Lake and <br /> Highway 10 has been withdrawn.) <br /> • Sergeant Martin Ring, Columbia Police Department <br /> Re: Carmike 10 Theater at 122 Aston Court, Columbia SC <br /> The theater is located in a major shopping center which is part of a larger <br /> commercial district. The theater is approximately 400 yards from any residential <br /> neighborhood. Typical incidents are thefts from autos and times when children <br /> are too loud in the lobby. Sergeant Ring's observation is that any time you have <br /> theaters, you will have children congregating, and when you have children, you get <br /> children's nonsense. They have had no serious incidents at the theater. Staff <br /> asked about management of the theater. He said that the on-site managers tend to <br /> come and go. The corporate people have been good to work with. <br /> ■ Fire <br /> The Fire Marshall for the Spring Lake Park/Blaine/Mounds View Fire Department has <br />
