Landscaping, Screening and Surfacing (Section 1120.03, Subd. 2): <br /> (1) The entire site,other than that taken up by structures or landscaping,shall be surfaced with a <br /> material to control dust,drainage and erosion. <br /> The applicant is proposing a paved parking lot to serve the theater and office buildings. <br /> (2) A drainage system conforming to the comprehensive storm drainage plan and subject to the <br /> approval of the Director of Public Works/City Engineer shall be installed. <br /> See discussion under Item#4 above. <br /> (3) Development abutting an R-1,R-2 or R-3 District shall be screened and landscaped in <br /> compliance with subdivisions 1103.08(1)through(5)of this Title. <br /> Not applicable since this property does not abut any R-1, R-2 or R-3 districts. The <br /> proposal would meet the requirements of Section 1103.08. The applicant is proposing a <br /> 50-foot wide buffer area along the southern edge of the property to provide protection for <br /> the adjacent residential neighborhood. They are willing to leave this area as is, to add <br /> trees if recommended by the City Forester, or clear the area and put in more manicured <br /> landscaping, depending on the desires of the community. Staff would recommend leaving <br /> the area natural. (See also item #4: Vegetation.) <br /> 14. Comparison with Existing Zoning: The existing zoning on the site is B-1 (neighborhood <br /> business) for 17 acres and R-2 (single family and duplex residential) for seven acres.
