MOUNDS VIEW ECONOMIC DEVELOPMENT COMMISSION <br /> RESOLUTION NO. 97-EDC 18 <br /> • CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION IN SUPPORT (OPPOSITION) OF THE DEVELOPMENT OF A 16-SCREEN <br /> MOVIE THEATER AND OFFICE BUILDINGS FOR SECTION 7 OF THE PROPOSED HIGHWAY <br /> 10 REDEVELOPMENT PLAN <br /> WHEREAS, per the Mounds View Municipal Code Chapter 408.09, section 1, the <br /> Economic Development Commission (EDC) shall confer with and advise the Authority on all matters <br /> concerning the industrial and commercial development and redevelopment of the City, and <br /> WHEREAS, per the Mounds View Municipal Code Chapter 408.09, section 8, the EDC <br /> shall recommend zoning changes and development of area suitable for industrial and commercial <br /> development and redevelopment to the Planning Commission, and <br /> WHEREAS, the EDC has reviewed the economic advantages and disadvantages of locating <br /> a 16-Screen Movie Theater and three office buildings that is proposed for the vacant land located i, <br /> Section 7 of the Proposed Highway 10 Redevelopment Plan, and <br /> WHEREAS, the EDC finds that the proposed use would increase the commercial tax base <br /> Of the City by approximately $100,000; add new full time and part time jobs and create a large <br /> multiplier effect by bringing new customers to the area, and <br /> WHEREAS, the EDC views this development as beneficial (detriment) to the overall <br /> economic livelihood of the commercial businesses along Highway 10 and will improve (deter) the <br /> character and vision of the corridor; and <br /> NOW, THEREFORE, BE IT RESOLVED THAT the Economic Development Commission <br /> hereby supports (opposes) the development of a 16-screen movie theater and office buildings for <br /> section 7 of the proposed highway 10 redevelopment plan. <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED THAT the Economic Development <br /> Commission recommends to the Planning Commission the approval (denial) of a zoning change for the <br /> project. <br /> Adopted by the Economic Development Commission of the City of Mounds View this <br /> 27th day of March, 1997. <br /> ATTEST: <br /> Chair <br /> •EAL) <br /> Director of Economic Development <br />
