City of Mounds View <br /> Section 9 Redevelopment Plan, Highway 10 Corridor <br /> 4110 March 24, 1997 <br /> A. PROJECT BACKGROUND <br /> A Proactive Vision for Redevelopment <br /> The City of Mounds View has created a vision for Section 9 of the Highway 10 corridor. <br /> The vision that has been articulated in the Section 9 Redevelopment Plan, Highway 10 <br /> Corridor (the Section 9 Redevelopment Plan), includes a well planned, economically <br /> sound corridor abundant with new opportunities. The Section 9 Redevelopment Plan <br /> presents opportunities for the City's Economic Development Commission (EDC) and its <br /> Economic Development Authority (EDA) to promote the redevelopment of underutilized <br /> properties and to encourage new investment on vacant properties. This plan also puts <br /> forth recommendations as to ways in which the City can create an aesthetically pleasing <br /> corridor, accommodating pedestrians and vehicles alike, in a context of mixed land uses <br /> and natural amenities. <br /> The EDC and EDA have chosen to be proactive and prepare a framework planning <br /> document that will guide them in public policy decisions affecting corridor <br /> redevelopment. City leaders have recognized the potentials within the Highway 10 <br /> corridor and that changes occurring along and adjacent that roadway will define a strong <br /> character for Mounds View — a character that says community, vitality and economic <br /> well-being. <br /> Plan Intent <br /> The intent of the Section 9 Redevelopment Plan is to: <br /> • Put forth clear objectives and strategies that will guide the development and <br /> redevelopment of Section 9 of the Highway 10 corridor in Mounds View in a manner <br /> consistent with the City's goals and visions; <br /> • Identify possible future land uses and configurations that are consistent with the goals <br /> of the City, that generate revenue through an expanded tax base and that respond to <br /> market demands for goods, services and housing; <br /> • Provide direction in the selection and placement of design elements and landscape <br /> treatments within the Highway 10 corridor that can be carried beyond Section 9 to the <br /> • balance of the Highway 10 corridor within Mounds view; <br />
