The success and ultimate acceptance of this planning product rest upon the meaningful <br /> and constructive involvement of the Economic Development Commission, Economic • <br /> Development Authority, the Planning Commission, property owners, the development <br /> community, other concerned agencies and stakeholders, as well as the general citizenry. <br /> Community involvement in this planning study was critical to achieving broad support <br /> for the development of this policy document and will prove to be even more valuable as <br /> the concepts put forth in this plan are implemented. <br /> During the planning process, several public meetings of the Economic Development <br /> Commission were held in a workshop format in order to maximize participation and to <br /> optimize input. Opportunities and constraints affecting the development and <br /> redevelopment of properties within Section 9 were advanced and refined based upon <br /> input from Economic Development Commissioners, City staff, Ramsey County officials <br /> and City Council members. <br /> Most importantly, individual property owners and those with property interests within <br /> Section 9 have had opportunities to benefit from the information gathered during the <br /> process and to voice their support or concerns on aspects of the preliminary planning <br /> scenarios. To this end, the planning process involved landowners and developers in <br /> personal dialogues to elicit their feedback on. A public design workshop also was held <br /> on a Saturday morning to afford yet another opportunity for property owners, land <br /> developers and the general citizenry to contribute to the planning process. 41) <br /> Market Overview <br /> As a partner in the consultant team, Towle Real Estate Company's <br /> Appraisal/Consultation Services conducted a market overview to provide a general <br /> understanding of real estate market activity, trends and conditions and private <br /> development interests available to Mounds View. The market overview was used as <br /> baseline information for the Section 9 Redevelopment Plan and will be used in the future <br /> to assist the City of Mounds View in determining realistic possibilities for development <br /> or redevelopment of the subject portion of Highway 10 in Mounds View. The market <br /> study: <br /> • Summarizes the current land uses and those that do not exist in the surrounding area; <br /> • Identifies the land uses that are a possible fit for the redevelopment/development area; <br /> • Discusses the existing uses within the subject area and what, if any, community value <br /> they contribute; and <br /> • <br /> 6 <br />
