4 <br /> The study area is bordered on the north and northeast by single family residential <br /> neighborhoods; on the south by public parkland and medium-density residential; on the <br /> southeast and northwest by commercial; and on the west by medium- and low-density <br /> residential properties. <br /> C. The Planning Process <br /> Project Scope <br /> Preparation of Mounds View's Section 9 Redevelopment Plan offered an opportunity to <br /> develop a framework planning document to guide corridor redevelopment and public <br /> policy decision-making based upon consideration of: <br /> • The proximity and character of existing surrounding neighborhoods; <br /> • Future land uses; <br /> • Redevelopment opportunities; <br /> • Community character; and <br /> • The existing natural resource base. <br /> To this end, it was deter pined that: <br /> • The findings and recommendations developed in the planning process must be <br /> • creative in order to effectively recognize the variety of issues and expectations <br /> involved with the project; <br /> • The plan for Section 9 must be realistic so that the solutions put forth that can be <br /> implemented; and <br /> • The City's decision makers and administrators must have confidence that the policies <br /> contained within this plan can be relied upon to bring about positive change through <br /> redevelopment, new growth and the building of community. <br /> Community Involvement <br /> The process of defining and articulating a course for the future development of the <br /> corridor involves more than an examination of its systems; it requires an understanding of <br /> and respect for vested interests, patterns of land ownership, and the interests of <br /> surrounding property owners. Garnering input from landowners and developers serves to <br /> broaden our understanding of the study area while providing those involved with a sense <br /> of ownership and an opportunity to work together toward planning solutions that can be <br /> implemented. Community input involving broad representation of decision makers is <br /> critical to the credibility and eventual successful implementation of these planning <br /> solutions. This study employed a hands-on approach to achieving honest and realistic <br /> • results. <br /> 5 <br />
