o Objective: To provide financial assistance, in conformity with EDA policy and State <br /> Statutes, in the establishment of needed and desired uses. <br /> • Goal#2: The City will promote Section 9 and other areas of the Highway 10 corridor within <br /> • <br /> Mounds View as an area of new opportunities and new ideas. <br /> o Objective: To highlight Section 9 as a redevelopment demonstration area within the <br /> Highway 10 corridor. <br /> o Objective: To make area businesses, local and state agencies, service organizations, <br /> property owners and the development community aware of the corridor enhancement and <br /> redevelopment efforts. <br /> o Objective: To provide a setting for local events which highlight the residential and <br /> commercial opportunities of Section 9 and the balance of the corridor. <br /> E. Redevelopment Alternatives <br /> Three alternative redevelopment scenarios were developed as part of this planning process, and <br /> the products of this task took both graphic and text founs. This exercise was intended to provide <br /> the EDC with alternatives for the future development and redevelopment of properties within <br /> Section 9. The following table presents the text version of these three alternative scenarios. <br /> Upon consideration of the three alternatives, a preferred alternative emerged that essentially <br /> combined those elements of each scenario that best reflected the Section 9 goals and objectives. <br /> 410 <br /> The reader is encouraged to use the illustration entitled Preferred Alternative contained in this <br /> report for visual reference to the elements identified in the matrix. <br /> F. Plan Implementation <br /> The following discussion outlines particular components of the Section 9 Redevelopment <br /> Plan as they relate to the issues identified above. The Preferred Alternative illustration <br /> contained in this report is the graphic representation of the following discussion, and the reader is <br /> encouraged to reference that illustration for elements identified in the discussion. <br /> Natural Resource Protection <br /> The large wetland area on the south side of TH 10 represents the one significant natural amenity <br /> within the Section 9 study area. The wetland offers value to the redevelopment area by offering <br /> a focal point and serving as a unifying element. New residential and office uses will front on the <br /> wetland and, as such, it becomes a visual amenity. A pedestrian walkway will encircle the <br /> wetland, connecting the area to other segments of the area's pedestrian system. The wetland also <br /> will serve as the one natural element that can lend character and charm to what will become a <br /> fully developed section of Highway 10. <br />
