FEEDBACK FROM DESIGN WORKSHOP <br /> On Saturday, February 8, 1997, the Economic Development Commission hosted a community- <br /> wide design workshop in the lobby of the Western Bank within Section 9. The purpose for this <br /> workshop was to brainstorm and generate alternatives to the land use, environmental, <br /> transportation and design issues within the corridor and to generate community interest in this <br /> planning effort. Feedback received at the workshop has been categorized by major issue area. <br /> Land Use <br /> o Two residents of homes along Silver Lake Road do not want to see any commercial <br /> established at the intersection of Silver Lake Road and CR"I" <br /> o Significant support was voiced for the establishment of senior housing within the corridor, <br /> specifically within the area north and west of the existing senior complex and on the vacant <br /> parcels along the north side of Highway 10. Several discussions involved providing for <br /> varying levels of independent and assisted living arrangements within the immediate area to <br /> allow residents to age in place. <br /> o Some of the residents acknowledged that some level of residential use could serve as a <br /> transition use between the highway corridor and the Silver Lake Park neighborhoods. <br /> o Mention was made of a convenience establishment or restaurant such as Boston Market or <br /> Old Country Buffet (restaurants catering to seniors) on the Win Insurance site. <br /> o Mention was also made that Mounds View does not need another convenience store. <br /> o Offices would fit in well along Highway 10 frontage between Win and TJB. <br /> o Townhomes would be nice on the EDA property; commercial or office is not reasonable. <br /> o Good uses are needed within Section 9 to increase value of properties of adjoining properties. <br /> o Some people felt that an office complex would offer great successes for the corridor. • <br /> o One person who was familiar with some of the public safety issues within the corridor spoke <br /> of his desire to get rid of the multifamily housing complex. <br /> o With regard to the multifamily units, one person spoke of how "bad" the population diversity <br /> was. <br /> o A couple of comments were received supporting the development of a senior housing <br /> complex on the EDA/PTW sites if combined. <br /> Transportation <br /> o There need to be transit services that would serve seniors within the area. <br /> o There is terrible congestion during rush hour on Silver Lake Road at its intersection with <br /> Highway 10. <br /> o Several people noted that new access points along Highway 10 are not realistic in light of the <br /> traffic volumes and that this is accepted as a given. <br /> o Need to look at cul-de-sac design for terminus of Mounds View Drive near the wetland. <br /> o The speed limit is not enforced along Highway 10. <br /> o Highway 10 is perceived by some as a barrier (but a barrier that perhaps can be bridged or <br /> overcome by pedestrian elements that promote safety and logical circulation). <br /> Pedestrian/Bicycle Circulation <br /> o The pedestrian bridge may or may not happen at Long Lake Road near the library. People • <br /> with children see that the bridge is necessary for safe crossing of Highway 10, and people <br /> without children are not willing to support the bridge crossing. <br /> 34 <br />
