General zoning provisions -- yard requirements <br /> Section 1104.02, Area and building size regulations <br /> 0 Attachments: Drainage Review Memo from Rocky Keehn, dated 7/9/97 <br /> Revised Plans, dated 7/0/97 (Separate Attachment) <br /> Letter from MnDOT, dated 6/26/97 <br /> Planning Commission Resolution:No. 513-97 (Parking Variance) <br /> Planning Commission Resolution No. 514-97 (Development Review) <br /> Background: <br /> The applicant, MSP Real Estate, Inc., has requested approval of a development review and a <br /> parking ratio variance for the proposed Silver Lake Commons development at 2625 -2665 <br /> Highway 10. A total of 16 new two-level rental townhomes will be created on the now vacant <br /> properties just south of the existing Red Oak Apartments, which will be completely rehabilitated <br /> as a part of this project. <br /> As stated at your meeting held on June 18, 1997, the Planning Commission may be aware that <br /> there has been some discussion with City Council on how this project will be financed and <br /> whether the City is interested in selling the Iand at the corner of Eastwood and Highway 10 to <br /> become a part of this project. These issues are being addressed outside of the development <br /> review process. Staff has reviewed this proposal from the standpoint of whether it meets <br /> development requirements. All of the dimensional requirements associated with this project have <br /> been met, with the exception of the number of parking spaces required. With proof of parking, <br /> 0 this requirement can be met. <br /> The discussion at the June 18 meeting focussed on landscaping and drainage. The applicants have <br /> submitted updated grading and drainage, site and landscape plans, date-stamped July 1, 1997. <br /> These plans are included as a separate attachment. <br />
