Planning Commission Report <br /> Silver Lake Commons Development Review <br /> Planning Case No. 487-97 <br /> July 16, 1997 <br /> Page 2 • <br /> Analysis: <br /> `rainage and Ponding: <br /> The drainage proposal is to create a detention pond at the southeast end of the site, which then <br /> would feed water to the Highway 10 ditch. The ditch flows north at this point, and water then goes <br /> through a culvert under Highway 10 to the D.W. Jones property and wetland. While there has been <br /> some discussion with the applicant about piping the water to the wetland on the D.W. Jones property <br /> and creating a detention pond (for water quality purposes) on that property in cooperation with the <br /> property owner, it has been established that there is sufficient room on site to accommodate the <br /> required ponding if this option is not possible. A meeting between the parties has been scheduled but <br /> will occur after this report was written. <br /> The revised drainage plan and stormwater calculations provided by the applicant on July 1, 1997 <br /> were forwarded to Rocky Keehn at SEH, Inc., the City's engineer. According to Mr. Keehn, this <br /> drainage plan better addresses most of the issues raised in his review of the applicants' earlier <br /> submittal. These issues were (1) the possibility of flooding occurring on the property north of the site <br /> due to the positioning of the buildings, (2) the need to address the existing bituminous swale which <br /> carries water from Eastwood Road acxross the property, (3) the absence of detailed drainage <br /> calculations, and (4) the lack of contours for the proposed pond. • <br /> The first issue is tentatively resolved by regrading a portion of the property to the north to form a <br /> swale that routes runoff around the parking area to the open area which then slopes toward the pond <br /> at the southeast corner of the site. The applicants, however, will need to obtain a permanent <br /> drainage easement over the regraded area to ensure its function in perpetuity. The second issue is <br /> resolved by the addition of a new swale to replace the existing swale on the property that routes <br /> runoff from Eastwood Road into the Highway 10 drainage ditch. This swale is not on-site, however, <br /> and as such, permission will need to be obtained from Ramsey County, whose right of way it crosses, <br /> and Mounds View's Public Works Department. The ::. ..K <br /> third issue is resolved by the provision of the detailed <br /> drainage calculations which have been reviewed and F '�: ::' <br /> �:.:.;.moi: ... <br /> found acceptable by Mr. Keehn.
