p <br /> r <br /> PLANNING COMMISSION <br /> MEMO <br /> To: Mounds View Planning Commission <br /> From: James Ericson, Planning Associate <br /> Subject: Discussion of the Planning Commission Bylaws <br /> Meeting Date: February 3, 1999 <br /> Background: <br /> According to Section 401.06, Subdivision 7 of the Municipal Code, the Planning Commission is <br /> to review its Bylaws on an annual basis at the first regular meeting in February. <br /> Discussion: <br /> • Beginning with the Bylaws last revised in 1997, staff has made some minor changes with regard <br /> to the Bylaws. Staff would also like the Commission to discuss the possibility of changing the <br /> structure of the meeting schedule such that every meeting would become a regular meeting <br /> instead of every first Wednesday of the month. Given that the Commission tends to take action at <br /> each meeting (in an effort to stay within the constricts of the sixty-day rule), changing the Bylaws <br /> to reflect this would serve to formalize present practice. To effectuate this particular change to <br /> the Bylaws, an amendment to the City Code would need to be drafted to clarify the difference <br /> between Regular, Agenda and Special meetings.
