Meiho Lee Minor Subdivision <br /> 7690/7692 Silver Lake Road <br /> Planning Case No. 557-99 • <br /> June 16, 1999 <br /> Page2 <br /> Road, currently has 202 feet of frontage on County Road I and 101 feet along Silver lake Road. <br /> There is a twin home existing on the lot that takes access from Silver Lake Road. The applicant <br /> proposes to split off an irregular portion of land from the west half of the existing lot to create a <br /> new, 12,500 square-foot lot with 102 feet of frontage on County Road I. The remaining lot will <br /> be 12,915 square feet with 100 feet of frontage on County Road I. The dimensions of both of <br /> these lots, as shown on the survey, would meet the City's minimum requirements as specified in <br /> the Chapter 1104 of the Zoning Code. <br /> Analysis: <br /> Lot Irregularities: As divided, the lot becomes quite irregular, departing from the typical and <br /> preferred rectangular subdivision. The reason for the irregular split is due to additional right of <br /> way on taken by the County for Silver Lake Road improvements. Were it not for this additional <br /> right of way, the lot could have been split in a more conventional nature. The alternative to this <br /> irregular subdivision is the granting of a variance to allow for the creation of a non-conforming <br /> lot. <br /> Drainage Considerations: The subject property, as well as the lot adjoining to the south, are low- 41) <br /> lying. In periods of heavy rains, the backyards fills with stormwater having nowhere to drain. <br /> Staff has been advised that at times, the neighbor to the south pumps the stormwater out onto <br /> County Road I. The proposed subdivision would in all likelihood increase the amount of <br /> stormwater that collects in the backyards. While the survey does show that the rear 30 feet of the <br /> proposed lot would be reserved for drainage and utility purposes, staff would require that extra <br /> measures be undertaken to minimize any additional runoff to the back yard area <br /> Staff has sent a letter to the applicant and the surveyor requesting modifications to the survey to <br /> make it conform to City and County Plat standards. In addition, Staff has sent a copy of the <br /> proposed plat to the City Attorney and the City Engineer for -ei comm-- • revi-w. • , <br /> Staff has sent a copy of the proposed plat to Ramsey County for their comment. Any information <br /> that comes to light prior to the Commission's meeting on June 16 will be presented verbally to the <br /> Commission. <br /> Park dedication: According to Section 1204.02 of the Municipal Code, every subdivision of land <br /> within the City is subject to a park dedication fee. Because the area to be subdivided is less than <br /> one acre, the Code specifies that a five percent(5%) park dedication fee is required to be paid <br /> before the subdivision can be approved. Ramsey County assessor's records value this property at <br /> $27,500. Five percent of that amount would be $1,375. Subdivision 3 of this Section, however, <br /> allows for the exclusion of the land under the existing home remaining after the subdivision. <br /> With this exclusion, the dedication requirement would be reduced 51 percent to $673.75 • <br />
