<br />RESOLUTION NO. 6591 <br /> <br />CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> <br />RESOLUTION APPROVING A COMPREHENSIVE PLAN AMENDMENT FROM <br />PASSIVE OPEN SPACE (OSP) TO HEAVY INDUSTRIAL (HI) ON THREE ACRES OF <br />SYSCO OUTLOT A TO BE TRANSFERRED FROM THE CITY TO SYSCO <br />MINNESOTA; PLANNING CASE CP2005-001 <br /> <br /> <br />WHEREAS, the SYSCO Minnesota, represented by president Philip Seipp, has <br />submitted a request for a Comprehensive Plan amendment relating to a proposed three- <br />acre site expansion; and, <br /> <br /> WHEREAS, SYSCO proposes a three-acre transfer of land as shown on Exhibit 1 <br />from the City of Mounds View (the “City”) to SYSCO to facilitate a five-year business <br />expansion plan; and, <br /> <br />WHEREAS, in 1989, SYSCO deeded to the City the 46-acre lot legally described as <br />follows: <br />SYSCO OUTLOT A <br />RAMSEY COUNTY, MINNESOTA <br /> <br /> WHEREAS, the Mounds View Planning Commission reviewed the proposed <br />Comprehensive Plan amendments on July 20, 2005 and held a duly noticed public hearing <br />for the amendment on August 3, 2005, recommending approval of the proposed <br />amendment; and, <br /> <br />WHEREAS, per Minnesota Statutes 462.356, the Mounds View Planning <br />Commission reviewed the proposed transfer of land to SYSCO and found that the transfer <br />would be consistent with the goals of the Comprehensive Plan. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, the Mounds View City Council does <br />hereby make the following findings of fact relating to the Comprehensive Plan amendment <br />of the three-acre tract to be transferred from the City to SYSCO Minnesota: <br /> <br />1. SYSCO Minnesota is situated north of Trunk Highway 10 and south of County <br />Road J, west of Interstate 35W. <br /> <br />2. The SYSCO site, as identified in Exhibit A, is currently designated Heavy <br />Industrial (HI) in the Comprehensive Plan and is zoned Planned Unit <br />development (PUD). <br /> <br />3. The three-acre parcel to be transferred to SYSCO is currently designated <br />Passive Open Space (OSP) in the Comprehensive Plan and is zoned Industrial. <br />A Comprehensive Plan amendment to HI and rezoning to PUD would be <br />appropriate upon transfer.
