Item No. 8N
Meeting Date: September 26, 2005
Type of Business: Council Business
City Administrator Review _______
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Mike Sommer, Police Chief

Item Title/Subject: Resolution 6646 Approving the Declaration of a
Local State of Emergency as a Result of a High
Winds, Heavy Rain, and Hail on September 21, 2005
Background:
On September 21, 2005 the City of Mounds View experienced a storm with high
winds, hail and heavy rain. The stormed caused extended power outages in
about 1/3 of the City, uprooted trees throughout the city some of which landed on
homes or cars, downed power lines, and resulted in a significant amount of tree
debris.

Discussion:
A local emergency may be declared only by the Mayor of a municipality for the
purpose of activating the city emergency operation plan and authorizing aid and
assistance. The local emergency declaration empowers the City to enter into
contracts and incur obligations necessary to combat the emergency by protecting
the health and safety of persons and property and providing emergency
assistance to those in need without compliance with time consuming procedures
and formalities prescribed by law pertaining to the performance of public work.
The storm of September 21, 2005 created a significant amount of debris, which
will require cleanup. The scale of the cleanup will be such that city funds will be
necessary to finance the cleanup. Declaring a local emergency is necessary in
order for the city to receive financial aid, should it become available, for the
cleanup.

Recommendation:
It is recommended that the City Council declare a local emergency as a result of
the storm of September 21, 2005.

Respectfully Submitted,

Mike Sommer, Police Chief
