Item No. 8N <br />Meeting Date: September 26, 2005 <br />Type of Business: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mike Sommer, Police Chief <br /> <br /> <br />Item Title/Subject: Resolution 6646 Approving the Declaration of a <br />Local State of Emergency as a Result of a High <br />Winds, Heavy Rain, and Hail on September 21, 2005 <br />Background: <br />On September 21, 2005 the City of Mounds View experienced a storm with high <br />winds, hail and heavy rain. The stormed caused extended power outages in <br />about 1/3 of the City, uprooted trees throughout the city some of which landed on <br />homes or cars, downed power lines, and resulted in a significant amount of tree <br />debris. <br /> <br />Discussion: <br />A local emergency may be declared only by the Mayor of a municipality for the <br />purpose of activating the city emergency operation plan and authorizing aid and <br />assistance. The local emergency declaration empowers the City to enter into <br />contracts and incur obligations necessary to combat the emergency by protecting <br />the health and safety of persons and property and providing emergency <br />assistance to those in need without compliance with time consuming procedures <br />and formalities prescribed by law pertaining to the performance of public work. <br />The storm of September 21, 2005 created a significant amount of debris, which <br />will require cleanup. The scale of the cleanup will be such that city funds will be <br />necessary to finance the cleanup. Declaring a local emergency is necessary in <br />order for the city to receive financial aid, should it become available, for the <br />cleanup. <br /> <br />Recommendation: <br />It is recommended that the City Council declare a local emergency as a result of <br />the storm of September 21, 2005. <br /> <br />Respectfully Submitted, <br /> <br />Mike Sommer, Police Chief <br />
