Item No: 9B <br />Type of Business: Consent Agenda <br />Meeting Date: September 26, 2005 <br />Administrator Review: _____ City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mike Sommer, Police Chief <br />Item Title/Subject: Resolution 6624 Authorizing an expenditure from the DARE <br />fund for DARE Officer Training <br />Date of Report: September 26, 2005 <br /> <br />Background <br /> <br />The Mounds View Police Department has offered D.A.R.E. (Drug Abuse Resistance <br />Education) courses in conjunction with the Mounds View School District at Pinewood <br />Elementary school for the past 16 years. This drug use, crime prevention, and violence <br />prevention program has received wide support in the community from teachers, parents, and <br />students. The Mounds View Police Department is dedicated to continue to offer this <br />invaluable popular program in the Pinewood school to fifth grade students. <br /> <br />Officer Terry Broos has transferred to working as a patrol officer which created a vacancy in <br />the D.A.R.E. / Crime Prevention Officer position. This position has been filled by Officer <br />Kasey Keckeisen. Officer Keckeisen has received the necessary training to fulfill the duties <br />of crime prevention Officer and is in need of completing the required training to serve as a <br />D.A.R.E. instructor. This course is not offered locally, so unfortunately it is more expensive to <br />obtain the required training. The city maintains a D.A.R.E account which is funded from <br />grants and Ramsey County court fines. The purpose of the D.A.R.E account is to fund <br />expenses associated with having a D.A.R.E. program including training of D.A.R.E. officers. <br />The basic D.A.R.E. Officer training course is two weeks in length and as mentioned earlier is <br />not offered in a local area or local state. There is no fee for the course of instruction, <br />however, since the course is out of state, the costs associated with training an Officer include <br />transportation lodging and meals for the two week period. This cost is estimated to be <br />$3500. Staff seeks council approval to fund the costs necessary for this training from the <br />D.A.R.E. fund. <br /> <br />Recommendation <br /> <br />Staff recommends council approve an expenditure of approximately $3500 from the D.A.R.E. <br />fund to be used for the D.A.R.E.
