Mounds View City Council September 12, 2005 <br />Regular Meeting Page 13 <br /> <br />Public Works Director Lee stated the capital improvement program shows expenditures of the 1 <br />special projects fund so if it is used now, those dollars would not be available for the capital 2 <br />improvement program. 3 <br /> 4 <br />Councilmember Thomas stated if there are no items in the 2006 general fund budget that can be 5 <br />paid for from the special projects fund, then it does not matter. She stated she does not think that 6 <br />decision can be made tonight. 7 <br /> 8 <br />Councilmember Stigney suggested the use of the special projects fund instead of the vehicle 9 <br />equipment fund. 10 <br /> 11 <br />Councilmember Thomas noted the vehicle equipment fund is not within the general fund, it is a 12 <br />separate fund. 13 <br /> 14 <br />City Administrator Ulrich explained it is a general fund contribution and the amount varies from 15 <br />year to year. He stated it could be paid from the special projects fund for one year but then it 16 <br />comes back the next year, which is why he had suggested finding a one-time expenditure. 17 <br /> 18 <br />Councilmember Stigney stated money could also be used from the community fund and he thinks 19 <br />there are enough other opportunities where it can come down to zero. 20 <br /> 21 <br />Councilmember Thomas stated that could be the case but she does not think the Council has the 22 <br />information needed to make that decision tonight. She also does not support using special funds 23 <br />for anything other than a one-time purchase. 24 <br /> 25 <br />Councilmember Flaherty stated he is also not satisfied with 8% and noted Councilmember 26 <br />Stigney is saying “let’s put our feet to the fire and walk the walk.” He noted residents need and 27 <br />deserve a break and a zero percent levy. He stated he has no problem going to a 6% cap with a 28 <br />goal of zero. 29 <br /> 30 <br />Councilmember Gunn stated she also agrees with going to zero but has a problem with doing 31 <br />things this year and trying to make it up the following year. She stated she wants to have the 32 <br />opportunity to sit down and assure the correct decisions are made. She stated she supports an 8% 33 <br />cap and then working to get it down to a zero increase. 34 <br /> 35 <br />Councilmember Stigney stated he wants a limit of 6% because it will work even without 36 <br />Medtronic money. Councilmember Thomas stated it is just “financial shenanigans” until a line 37 <br />item is identified and recommended. 38 <br /> 39 <br />Councilmember Gunn concurred. 40 <br /> 41 <br />Mayor Marty pointed out that this year there was no street improvement project so the only thing 42 <br />being paid off is the 2003 projects. He noted that as former Finance Director Charlie Hansen 43 <br />pointed out, it will increase taxes until the first project is paid off, then it will level off.
