Mounds View City Council September 12, 2005 <br />Regular Meeting Page 12 <br /> <br />Councilmember Thomas stated she said a cap of 8% but wants to go for zero. 1 <br /> 2 <br />Councilmember Gunn indicated she supported 8% as a cap. 3 <br /> 4 <br />Mayor Marty stated he supported 8% as a cap. 5 <br /> 6 <br />Councilmember Stigney stated he thinks the levy should be at 5%. 7 <br /> 8 <br />Mayor Marty stated the cap would be set at 8% and it is the Council’s responsibility to bring it 9 <br />down. 10 <br /> 11 <br />Councilmember Stigney stated he would prefer to set the cap at 6% and then he would be assured 12 <br />the cap would not be 8%. 13 <br /> 14 <br />MOTION/SECOND: Gunn/Thomas. To waive the reading and adopt Resolution 6615 15 <br />Authorizing Certification of the Proposed General Fund Budget and Property Tax Levy for Fiscal 16 <br />Year 2006. 17 <br /> 18 <br />Councilmember Thomas congratulated Staff for getting the levy increase to 8%. 19 <br /> 20 <br />MOTION/SECOND: Stigney/Flaherty. To amend Resolution 6615 to change the levy increase 21 <br />from an 8% cap to a 6% cap. 22 <br /> 23 <br />Councilmember Thomas asked Councilmember Stigney if he has a recommendation on how that 24 <br />reduction can be made. 25 <br /> 26 <br />Councilmember Stigney stated there is $3.5 million in the special projects account and he does 27 <br />not want Medtronic money in next year’s budget. He stated he supports 6% and believes the City 28 <br />can make it and if we have to, we can use the special projects fund or community fund. Then, if 29 <br />Medtronic money does come in, he would like it down to zero. Councilmember Stigney stated 30 <br />the Council owes it to residents to establish a zero budget next year and the Council can do it 31 <br />with Medtronic and do it with a 6% cap without Medtronic. 32 <br /> 33 <br />Councilmember Thomas noted there are restrictions on the special project dollars. 34 <br /> 35 <br />City Administrator Ulrich explained the Council would have to identify an item in the general 36 <br />fund, like a one-time expenditure, that could be funded from the special projects fund. He 37 <br />advised that Staff has already reviewed that option to bring the levy down to 8%. 38 <br /> 39 <br />Mayor Marty stated the City has also indicated it wants to get the long range capital improvement 40 <br />program going but there will not be enough money to address all of the items. He noted the 41 <br />special projects fund might make more of them happen than just with the general fund budget. 42 <br />He asked Public Works Director Lee if he sees even one-half of the long range plan projects 43 <br />being funded. 44 <br /> 45
