Mounds View City Council September 12, 2005 <br />Regular Meeting Page 15 <br /> <br />contractor to re-vegetate and landscape around the building, possibly reusing current plantings; a 1 <br />part-time employee to help at the community center for additional cleaning services, setting up 2 <br />and taking down rooms, and resettlement work stations; a furniture budget for replacing 3 <br />furniture; the City Hall message board; relocation of the community center monument sign to a 4 <br />better location; constructing a City Hall monument sign; the Edgewood Drive Boulevard Project 5 <br />to remove sod and replace with stamped concrete to beautify the area; making an electrical 6 <br />connection from the generator to the City Hall so it can be used as emergency command center; 7 <br />and seal coating the parking lot. The total estimated cost for these other items is $1,410,000 and 8 <br />would be paid from the special project fund. 9 <br /> 10 <br />Public Works Director Lee advised that through a project of this nature, there will probably be 11 <br />some adjustments needed. Staff recommends the City Administrator be authorized to approve 12 <br />those adjustments that do not exceed $5,000. 13 <br /> 14 <br />Public Works Director Lee recommended the Council award a construction contract to Arkay 15 <br />Construction, Inc. He noted the bid alternate is contained in the resolution so it should be 16 <br />removed if the Council determines it does not want the tower entrance. Other actions are to 17 <br />award the moving and storage contract to Truc-King, Inc., approve an agreement with SEH for 18 <br />construction administration services, and authorize the City Administrator to make minor 19 <br />adjustments to the project provided they do not exceed $5,000. 20 <br /> 21 <br />Councilmember Thomas asked if the Council wants to discuss the extraneous list tonight or at a 22 <br />future meeting. 23 <br /> 24 <br />Public Works Director Lee stated at the next meeting Staff will bring back the issue of the 25 <br />grading contractor and to hire a part-time temporary person to help at the community center. The 26 <br />other items will be considered six months down the road. 27 <br /> 28 <br />With regard to the part-time temporary employee request, Councilmember Flaherty asked if they 29 <br />can use the current cleaning service instead of hiring a part-time temporary employee. He asked 30 <br />Staff to look at that option. 31 <br /> 32 <br />Public Works Director Lee stated another work task will be to set up and tear down rooms the 33 <br />YMCA rents out. 34 <br /> 35 <br />Councilmember Thomas stated she thought that was included in the rent paid for the community 36 <br />center. Also, the current cleaning crew could be used at the community center. 37 <br /> 38 <br />City Administrator Ulrich stated that is a possibility and Staff will talk with them. 39 <br /> 40 <br />Mayor Marty advised that a resident called him about the funds to administer the aforementioned 41 <br />project are to be derived from the special project account. The resident asked about the cable 42 <br />department and whether the costs for the extra HVAC on the roof and remodel of that area can be 43 <br />paid from the cable fees. At the present time, the cable department has a relatively healthy 44 <br />balance and since these remodels and special HVAC unit on the roof are specifically needed for 45
