Mounds View City Council September 12, 2005 <br />Regular Meeting Page 16 <br /> <br />that equipment, he would like to see that work paid from the Cable Fund. 1 <br /> 2 <br />Mayor Marty noted number 5 in the resolution indicating the letter of agreement for construction 3 <br />administration services with SEH was to not exceed $46,000. He stated he would like to hold 4 <br />that to the “fire” too. He noted there is also a $5,000 contingency fund. Mayor Marty reviewed 5 <br />the exhibits and what this construction company has done, noting that Exhibit 9B indicates 6 <br />contract overruns. Based on those rates, he is concerned the City Hall project would be in excess 7 <br />of $100,000. He advised that some of the items are changed as the project goes along but he 8 <br />wants to hold everyone’s “feet to the fire” to come in as close to the original contract as possible. 9 <br />He stated he wants to make it clear there are no “bells and whistles.” 10 <br /> 11 <br />Councilmember Thomas expressed concern with the big difference in the bid amounts for the 12 <br />moving and storage contract. 13 <br /> 14 <br />Public Works Director Lee stated Staff had the same concerns and went over the contract three 15 <br />separate times with Truc-King. They also toured City Hall. He advised they advertise a 16 <br />guarantee to beat all other bids. He stated AAA Movers indicated they were not interested in the 17 <br />work but would put in a bid, which is why the bid is high. 18 <br /> 19 <br />Mayor Marty asked Council for their comments on the alternate bid for the tower entrance. 20 <br /> 21 <br />Councilmember Stigney stated his support to remove the contingency. 22 <br /> 23 <br />Councilmember Gunn stated she would like it left in. 24 <br /> 25 <br />Councilmember Thomas stated that while it is pretty, it is not needed. 26 <br /> 27 <br />Mayor Marty stated the Council needs to justify everything to its citizens. 28 <br /> 29 <br />Councilmember Gunn stated the tower would make it easier for people to find City Hall. 30 <br /> 31 <br />Mayor Marty agreed the tower would set the building off and make it appear different than the 32 <br />community center. 33 <br /> 34 <br />Councilmember Gunn pointed out the tower would also set precedent for the Highway 10 35 <br />redevelopment. 36 <br /> 37 <br />City Administrator Ulrich advised that the tower bid came back higher than anticipated and that 38 <br />is a lot of money. He stated the current problems with the vestibule will be resolved and it still 39 <br />has a nice appearance without the tower. 40 <br /> 41 <br />Mayor Marty stated he would prefer using the $30,000 on the trails or something else that is 42 <br />needed. 43 <br /> 44 <br />Councilmember Gunn stated she would support removing the tower entrance if the $30,000 is 45
