Mounds View City Council September 26, 2005 <br />Regular Meeting Page 2 <br /> <br />Mr. Werner asked if the delay is on the City side. City Attorney Riggs explained the City had to 1 <br />wait for the deed from the State of Minnesota. That deed was just received today so it is ready to 2 <br />close on September 30, 2005. 3 <br /> 4 <br />Duane McCarty, 8060 Long Lake Road, advised that a number of citizens, many of them 5 <br />petitioners on Chapter 760, have formed a nonprofit corporation, the Mounds View Citizens 6 <br />Taxpayers Association. He introduced Association officers as being Vice Chair Ken Glidden, 7 <br />Second Vice Chair Dennis Hammes, Treasurer Connie Hammes, Secretary Barbara Haake, 8 <br />Director at Large Ed Benson, and Director at Large Mary Kay Walsh (who was not in 9 <br />attendance). Mr. McCarty asked Secretary Haake to give the mission statement followed by his 10 <br />closing statement. 11 <br /> 12 <br />Barbara Haake, 3024 County Road I, stated the Mounds View Citizens Taxpayers Association 13 <br />mission statement and the primary purpose of this corporation is to protect, preserve, and up hold 14 <br />the principals of self governance and participatory democracy embodied in the Mounds View 15 <br />City Charter and to ensure that the Mayor, City Council, and other elected and non-elected 16 <br />officials of the City of Mounds View uphold and comply with the provisions of the Mounds 17 <br />View City Charter in the performance of their official duties and responsibilities. She provided a 18 <br />copy of an August 31, 2005 memorandum she had prepared for the Council’s consideration, 19 <br />explaining that it provides greater detail of what this is all about. 20 <br /> 21 <br />Mr. McCarty stated they have formed a 501C4 corporation under the State of Minnesota laws 22 <br />and in accordance with the mission statement, retained an attorney to represent them in a law suit 23 <br />against the City over Ordinance 760 referendum issue. Mr. McCarty advised that a complaint 24 <br />will be filed in the morning in district court. 25 <br /> 26 <br />Tori Johnson, 7730 Long Lake Road, stated she would like to suggest that Mounds View 27 <br />improve its website. Ms. Johnson explained that after the storm of last week, surrounding city 28 <br />web sites contained information on emergency storm information. However, the Mounds View 29 <br />web site did not contain storm information. She stated she had talked to City Administrator 30 <br />Ulrich earlier tonight about this matter. She stated she found it embarrassing that there was no 31 <br />communication with citizens about the storm information. 32 <br /> 33 <br />Connie Hammes, 5511 Quincy Street, reported the Petition Committee has submitted an 34 <br />additional 11 sheets with 41 individual signatures, thereby making sufficient the collection of the 35 <br />989 signatures required for sufficiency on Ordinance 760. Ms. Hammes stated her opinion that 36 <br />they did not really need to do that because she found that 77 signatures should have been made 37 <br />correct and, when added to 945 signatures, that would have been sufficient. Ms. Hammes stated 38 <br />she is wondering if City Administrator Ulrich was the person responsible, and if so, why the 39 <br />Council voted him a raise if that is what he did to 77 residents. Ms. Hammes provided the 40 <br />Council with a copy of her information. 41 <br /> 42 <br />City Administrator Ulrich stated Staff is in the process of validating the additional signatures that 43 <br />were received in the office. In accordance with the Charter, there are five days for the City 44 <br />Administrator to report back to the Council. 45
